A Special Called Session of the Commissioners' Court of Brazos County, Texas was
held in room 339 in the Brazos County Administration Building, 200 South Texas
Avenue, in Bryan, Brazos County, Texas, beginning at 2:30 p.m. on Tuesday, January
12, 2016 with the following members of the Court present:
Duane Peters, County Judge, Presiding;
Lloyd Wassermann, Commissioner of Precinct 1;
Sammy Catalena, Commissioner of Precinct 2,
Kenny Mallard, Commissioner of Precinct 3,
Irma Cauley, Commissioner of Precinct 4;
Karen McQueen, County Clerk, Absent.
The attached sheets contain the names of the citizens and officials that were in
attendance.
2. Presentation, discussion, and award of RFQ 2016-19 OPEB Trust Services.

The County Judge called the meeting to order to begin the presentations and discussions on
RFQ 2016-19 Other Post Employment Benefits (OPEB) Trust Services.
The Court first heard a presentation by The PFM Group consultants Ken Couch and John
Robinson. Mr. Couch and Mr. Robinson stated points for the Court to select The PFM Group.
They mentioned that an article was written about PFM in national publication, The Bond Buyer.
Mr. Couch and Mr. Robinson pointed out that The PFM Group is one out of six firms to have
reported that 100% of its clients outperformed their benchmark for the five-year period. They
also stated that the single employer trust is customizable and it is also easy to change Plan
Administrators.
The next presentation was given by Mitch Barker and Dion Papafote with PARS. Mr. Barker
and Ms. Papafote stated reasons for choosing PARS. They stated that a multiple employer
approach is the best and is what they recommend to their clents. Ms. Papafote spoke about
PARS' customer service.
Commissioner Catalena asked how many clients they have with single employer trusts.
Mr. Barker stated that none of his clients are on the single employer trusts. It is offered, but
clients choose multiple because of the IRS approval and lower cost.
At this point discussions began without representatives from either company present.
Purchasing Agent Charles Wendt asked for questions from the Court and then passed out
score sheets for both companies.
Mr. Wendt stated that he would tally the score sheets and then begin negotiations for price with
the winning company. After that he will bring the information back to the Court for approval.
There being no further business to discuss the meeting was adjourned.
