CONDUCT A PUBLIC HEARING ON TUESDAY, SEPTEMBER
22, 2015 AT 10:15 A.M. IN THE COMMISSIONERS
COURTROOM OF THE COUNTY ADMINISTRATION BUILDING,
200 SOUTH TEXAS AVENUE, SUITE 106, BRYAN, TEXAS.
COMMISSIONERS COURT WILL HEAR PUBLIC COMMENTS CONCERNING THE
AUTHORIZATION OF BRAZOS COUNTY'S PARTICIPATION IN A COUNTY HEALTH
CARE PROVIDER PARTICIPATION PROGRAM, WHICH IS PURSUANT TO HB 3185.
ALL INTERESTED PERSONS ARE INVITED TO ATTEND SAID HEARING AND PRESENT
'THEIR CAUSE, IF ANY, FOR OR AGAINST THE PROPOSED PROGRAM.

The Commissioners' Court of Brazos County, Texas held a Public Hearing in the Commissioners
Courtroom of the Brazos County Administration Building in Bryan, Brazos County, Texas,
beginning at 10:15 a.m. on Tuesday, September 22, 2015, with the following members of the
Court present:
Duane Peters, County Judge, Presiding;
Lloyd Wassermann, Commissioner of Precinct 1;
Sammy Catalena, Commissioner of Precinct 2;
Kenny Mallard, Commissioner of Precinct 3,
Irma Cauley, Commissioner of Precinct 4;
Karen McQueen, County Clerk, Absent.
Attached is a list of the citizens and officials in attendance.
The purpose of the hearing is to hear commentary concerning the authorization of Brazos County's
participation in a County Health Care Provider Participation Program, pursuant to HB3185.
The County Judge called the meeting to order at 10:43 a.m. and invited anyone wishing to speak.
Dan Goggin, CFO for St. Joseph Health System requested the County require a mandatory
payment rate of 4.25 percent of the aggregate net patient revenue. This will not require additional
funding from Brazos County or from tax payers.

Judge Peters mentioned that this will bring more funding to the hospitals for indigent care.
Commissioner Cauley said she believed this would be good for the citizens and the providers.
Bill Ballard, Legal Counsel explained the procedure for approving this and how the funds would be
collected.
Kori Rich, CFO for the Physician's Center Hospital asked that the required payment be due on the
10th of the month.
Budget Officer Irene Jett explained that the payment date would be out of the County's control.
The County would be notified when the money is to be transferred.
There being no one else wishing to speak, the meeting was adjourned at 10:53 a.m.
