The Commissioners' Court of Brazos County, Texas met in a Workshop Session in
the Commissioners' Courtroom in the Brazos County Administration Building in Bryan,
Brazos County, Texas, beginning at 10:30 a.m. on Tuesday, May 5, 2015 with the
following members of the Court present:
Duane Peters, County Judge, Presiding;
Lloyd Wassermann, Commissioner of Precinct 1;
Sammy Catalena, Commissioner of Precinct 2;
Kenny Mallard, Commissioner of Precinct 3;
Irma Cauley, Commissioner of Precinct 4;
Karen McQueen, County Clerk.
Attached is a list of the citizens and officials in attendance.
2. Discussions regarding seismic surveying on Brazos County roads.

The County Judge called the meeting to order and Wayne Woodside, President of
International Technologies Management spoke on the process of seismic surveying. He has
participated with Dawson Geophysical in seismic recording in several cities and counties.
Mr. Woodside explained that this recording is done with the least amount of disturbance to
the citizens as possible. He stated the s_urve in could be done durinq normal work hours,

so that heavy traffic hours are not affected. Mr. Woodside explained that bonds would be
used to cover any damage that may occur to county roads. He also stated that he has
obtained a permit from the City of Bryan for recording parts of Bryan. They have also
recorded areas of the Texas A &M University campus.
Judge Peters asked if any roads would be blocked during the recording. Mr. Woodside said
they would try to have as little disruption as possible. He said they would record around
school zone areas after school hours, and would only be at a particular location for a few
minutes at a time. Mr. Woodside commented that the recording should take forty five (45)
days depending on the weather.
Commissioner Wassermann noted many of the areas listed on the map for surveying are
located in the City of College Station. He asked Mr. Woodside if they have obtained a permit
from College Station. Mr. Woodside explained that they have not been able to obtain a
permit from the City of College Station. Commissioner Wassermann explained his concern
for how the recording would affect highly populated subdivisions, subdivisions with only one
entrance and exit, and homes with pools. Commissioner Wassermann said there is already
a lot of traffic in those areas because of construction, and the roads cannot be repaired as
quickly as the citizen's would like. He asked Mr. Woodside if there will be any recordings
conducted in the Indian Lakes subdivision. Mr. Woodside said they are not able to enter the
Indian Lakes subdivision.
County Engineer, Alan Munger expressed his concerns over damages to county roads. He
stated that our soil is different than the soil in the areas where they previously
conducted their recordings. Mr. Munger also stated that it would be up to the county to prove
the road damage was caused by the seismic recording and that would be difficult to prove.
Mr. Woodside said he guarantees that no damage would be done.
Judge Peters said that the damage may not be evident right away, but may appear at a later
time. Mr. Woodside said they would add to the agreement that if an area or road breaks
down within thirty (30) to forty five (45) days of testing, they would repair the damage. It
was also suggested they would let the county know exactly where they would be in case the
county would like them to change locations. They would also be willing to change the hours
they conducted testing.
Commissioner Wassermann also discussed the expense of possibly having to add personnel
to the Road and Bridge Department if roads need to be repaired.
John Vance with Dawson Geophysical stated that if the Court does not allow recording to be
done on county roads they can get permission from landowners to allow recordings to be
preformed on their property. The roads would still have traffic from them traveling to and
from those properties. He stated he is confident that there would be no damage to roads,
and there would be little impact to the citizens.
