The Commissioners' Court of Brazos County, Texas held a Public Hearing at the Brazos
County Administration Building in Bryan, Brazos County, Texas, beginning at 10:30 a.m. on
Tuesday, March 10, 2015, with the following members of the Court present:
Duane Peters, County Judge, Presiding,
Lloyd Wassermann, Commissioner of Precinct 1, Absent;
Sammy Catalena, Commissioner of Precinct 2,
Kenny Mallard, Commissioner of Precinct 3;
Irma Cauley, Commissioner of Precinct 4;
Karen McQueen, County Clerk.
Attached is a list of the citizens and officials in attendance
The purpose of the hearing is to hear commentary for or against the application for operation
of a salvage yard located at 4515 Highway 21 W., Bryan, TX 77803 by Victor Lucio.
The County Judge called the meeting to order, and Bill Ballard, County Civil Attorney began
by explaining the application for the license. He also reviewed the statue and requirements
for approval of the license.
Alan Munger, County Engineer reviewed the criteria and showed the Court a map of the
location.

Sheriffs Deputy James Hall reported there has not been a request for a license and there is
no application for a TCEQ permit. He also reviewed the Health & Safety code.
Resident James Rose owns property nearby and stated that this is a residential area. He
does not believe a salvage yard should be approved for the area.
Resident Katheryne Warren voiced her concern of undesirable pests and rodents, as well as
the devalue of her property. She asked the Court not to approve this license and allow the
area to remain residential as it should be.
Victor Lucio, Jr., son of the applicant spoke on his father's behalf stating they were
cleaning up the area. He also commented he believed there would be no problem operating
the salvage yard since it is located outside the city limits.
Resident Janette Hedge lives on Highway 21 near the salvage yard and pleaded with the
Court not to approve the license. She desires to keep the neighborhood clean.
Resident Jacklin Hall also spoke against allowing the salvage yard.
The hearing was adjourned and the item will be placed on a future agenda to be voted
on. The County Judge announced that the residents would be notified of the agenda date.
