The County Commissioners Court can deliberate or take action only it a matter has been listed on an agenda properly posted prior to the meeting. During the public comment period, speakers may address matters not listed on the published agenda. The Open Meeting Law does not expressly prohibit responses to public comments by the Commissioners CourL However, responses from the County Judge or Commissioners to unlisted public comment topics could become deliberation on a matter without notice to the public. Gary has served as General Manager of Bryan Texas Utilities (BTU) since 2013 and he possesses over thirty (30) years of experience in the utility industry, having worked with investor -owned utilities, electric cooperatives, and the Electric Reliability Council of Texas (ERCOT). Water is a most critical natural resource and its efficient delivery is crucial to our, lives. Electric power, although not natural in the same sense as water, is extremely critical to our State's industry, society, and even our survival. Electric power generation is dependent upon the adequate delivery of water; without water there would be no power generated. Therefore, it is vital that Brazos G RWPG use the best available science and policy to ensure that water is adequately supplied to all the interests of its region and to Texas. Gary Miller, as both engineer and policy maker, will best represent the electric generating interest, as well as, understand the points of view of the fellow interests. Under Gary's leadership, BTU has achieved remarkable goals. BTU was recognized as a Reliable Public Power Provider (RP3) at the Diamond Level from the American Public Power Association (APPA); the System Achievement Award from the Texas Public Power Association (TPPA); and, recently, the highest overall satisfaction score among Texas electric utilities.
