Vol.-200 Pg. l� F tAl l �r of BRAZOS COUNTY BRYANJEXAS MINUTES March 19. 2014 BRAZOS COUNTY COMMISSIONERS COURT WORKSHOP SESSION Minutes Call To Order. y Signature Pa�te.pdf : z File Stamped File Stamped Agenda 0f 2 Sian in in sheetppdf A workshop of the Commissioners' Court of Brazos County, Texas was held in the Brazos County Commissioners Courtroom in the Administration Building, 200 South Texas Avenue, in Bryan, Brazos County, Texas, beginning at 9:00 a.m. on Wednesday, March 19, 2014 with the following members of the Court present: Duane Peters, County Judge, Presiding; Lloyd Wassermann, Commissioner of Precinct 1; Sammy Catalena, Commissioner of Precinct 2, Absent; Kenny Mallard, Commissioner of Precinct 3, Absent; Irma Cauley, Commissioner of Precinct 4; Karen McQueen, County Clerk, Absent. The attached sheets contain the names of the citizens and officials that were in attendance. 2. Discussions regarding post- retirement insurance. The Court met to discuss post retirement insurance. The County Judge turned the floor over to Katie Conner, County Auditor who discussed retirement funding. She then introduced Ken Couch with PFM. Mr. Couch along with Colby Eckols and Khalid Yasin, explained that their company is a leading provider of independent financial and Vol. 200 Pg. j investment advisory services to the public sector. They proposed the best option for the County was to establish a trust. They went through funding scenarios to meet unexpected liabilities. The County Judge asked about the Affordable Health Care Act and affect if any it could have on the trust if it can only be used for health care. He also question what happens to the funds if the trust is no longer needed. The PFM representatives said the that the issue of the Affordable Care Act could be written into the trust so that the money would be returned to the County. Katie Conner, County Auditor stated she wanted to fund something as the County is just breaking even on claims now. She would like to set funds aside in an interest bearing trust. She went on to say that the amount of the initial deposit is immaterial but long term funding is, as a promise has been made to the employees. The County Judge asked what if we set up a trust in the amount of $500,000 the first year. Do we have to do that every year, he asked? Ms. Conner's answer was no, it was the Court's decision as to how much to fund each year. Adjourn.
