U Backuo.odf The purpose of the hearing is to hear commentary on the proposed submission of an application for EDA Assistance from the US Department of Commerce Program to provide improved road access to Texas Triangle Park to foster and support economic development activities. The County Judge called the meeting to order and then read aloud the attached information on the grant, including amounts that are awarded, times of the year that the applications are accepted, and the percentage of match contribution. She stated that $750,000 can now be requested for roads (Mumford and Mikelin) with the option for more funds. The County Judge said that it will be considered for approval soon to initiate the process. There were no other citizens present wishing to speak to the matter. Vol. Pg.,Z 1 Brazos County 2013 EDA Triangle Business Park Road Improvements Project Economic Development Administration 2013 Public Works and Economic Development Program The Economic Development Administration (EDA) provides "investment assistance" funding through a competitive program called 'Public Works and Economic Development Facilities." Applications accepted four times per year: March 13, June 13, September 13, and December 13. Funds are awarded until they are exhausted. Public Works awards typically range from $500,000 to $2 million. The program provides 50% funding for on -site and off -site improvements, but the investment in distressed communities can be as high as 80 %. The 50% match contribution can be documented from a variety of sources: land value, cash or loan proceeds, other cash funding sources such as Texas Capital Fund or USDA Rural Development, in -kind labor, or materials /equipment being provided /donated by other sources. However, EDA gives preference to applications that include cash contributions rather than in- kind contributions as the matching share. EDA prefers to fund projects which are regionally- driven initiatives and have multiple partners. The following are funding priorities for 2013: Collaborative Regional Innovation: Initiatives that support the development and growth of innovation clusters based on existing regional competitive strengths. 2. Public /Private Partnerships: Investments that use both public and private sector resources and leverage complementary investments by other government /public entities and /or non - profits. 3. National Strategic Priorities: Initiatives that encourage job growth and business expansion in clean energy; green technologies; sustainable manufacturing; information technology (e.g., broadband, smart grid) infrastructure; and more. 4. Global Competitiveness: Investments that support high - growth businesses and innovation -based entrepreneurs to expand and compete in global markets. 5. Environmentally - Sustainable Development: Investments that encompass best practices in "environmentally sustainable development," broadly defined, to include projects that enhance environmental quality and develop and Implement green products, processes, places, and buildings. 6. Economically Distressed and Underserved Communities: Investments that strengthen diverse communities that have suffered disproportionate economic and job losses and /or are rebuilding to become more competitive in the global economy. FOE I l Pg. /�.� Evaluation Criteria: For projects meeting one of the national priorities, the Texas EDA office will evaluate projects using the following criteria: 1. Be market -based and results driven. An EDA investment will capitalize on a region's competitive strengths and will positively move a regional economic indicator measured on EDA's Balanced Scorecard, such as: an increased number of higher - skill, higher - wage jobs; increased tax revenue; or increased private sector investment resulting from the EDA investment. 2. Have strong organizational leadership. An EDA investment will have strong leadership, relevant project management experience, and a significant commitment of human resources talent to ensure a project's successful execution. 3. Advance productivity, innovation and entrepreneurship. An EDA investment will embrace the principles of entrepreneurship, enhance regional industry clusters, and leverage and link technology innovators and local universities to the private sector to create the conditions for greater productivity, innovation, and job creation. 4. Look beyond the immediate economic horizon, anticipate economic changes, and diversify the local and regional economy. An EDA investment will be part of an overarching, long -term comprehensive economic development strategy that enhances a region's success in achieving a rising standard of living by supporting existing industry clusters, developing emerging new clusters, or attracting new regional economic drivers. 5. Demonstrate a high degree of local commitment by exhibiting: • High levels of local government or non - profit matching share funds and private sector leverage; • Clear and unified leadership and support by local elected officials; and • Strong cooperation between the business sector, relevant regional partners and local, State and Federal governments.
