PUBLIC COMMENTS
Public Comment during the Commission Meeting may be for all matters, both on and off the agenda, and be limited to four
minutes per person. Persons are invited to submit comments in writing On the agenda items and /or attend and make comment
at the Commission meeting. Members; of the public are reminded that the Brazos County Commissioners Court is a
Constitutional Court, with both judicial and legislative powers, created under Article V, Section 1 and Section 18 of the Texas
Constitution. As a Constitutional Court, the Brazos County Commissioners Court also possesses the power to issue a
Contempt of Court Citation under Section 81.024 of the Texas Local Government Code. Accordingly, members of the public in
attendance at any Regular, Special and/or Emergency meeting of the Court shall conduct themselves with proper respect and
decorum in speaking to, and/or addressing the Court; in participating in public discussions before the Court; and in all actions In
the presence of the Court. Those members of the public who are inappropriately attired and/or who do not conduct themselves
In an orderly and appropriate manner will be ordered to leave the meeting. Refusal to abide by the Court's Order and/or
continued disruption of the meeting may result in a Contempt of Court Citation.
it is not the intention of the Brazos County Commissioners Court to provide a public forum for the demeaning of any individual
or group. Neither is it the intention of the Court to allow a member (or members) of the public to insult the honesty and/or
Integrity of the Court, as a body, or any member or members of the Court, or County employees, individually or collectively.
Accordingly, profane, insulting or threatening language directed toward the Court and/or any person in the Court's presence
and/or racial, ethnic or gender slurs or epithets will not be lolereted. Violation of these rules may result in the foilowirg
sanctions:
1. cancellation of a speaker's time;
2. removal it= the Commissioners Court;
3. a Contempt Citation; and /or
4. such other and/or criminal sanctions as may be authorized
under the Constitution. Statutes and Codes of the State of Texas.
The County Commissioners Court can deliberate or take action only it a matter has been listed on an agenda property posted
prior to the meeting. During the public comment period, speakers may address matters not listed on the published agenda. The
Open Meeting Law does not expressly prohibit responses to pudic comments by the Commissioners Court. However,
responses from the County Judge or Commissioners to unlisted public comment topics could become deliberation on a matter
without notice to the public. To ensure the public has notice of all matters the Commissioners Court will consider, the County
Judge and/or Commissioners may choose not to respond to public comments, except to correct factual inaccuracies, mots
existing policy in response to an inquiry or to ask that a matter be listed on a future agenda. See Texas Open Meetings Act 7
551.042.
INVOCATION
Any invocation that may be offered before the official start of the Court meeting shall be to and lot the benefit of the Court. The
views or beliefs expressed by the invocation speaker have not been previously reviewed or approved by the Court and do not
necessarily represent the religious beliefs or views of the Court in part or as a whole. No member of Me community is required
to attend or participate in the invocation and such decision will have no impact on their right to actively participate in the
business of the Court.
The Commissioners Courtroom of the County Administration Building, 200 South Texas Ave., Suite 106, Bryan, TX 77603 is
wheelchair accessible. Handicap parking spaces are available. Any request for sign interpretive services must be made two

A regular meeting of the Commissioners' Court of Brazos County, Texas was held in
the Brazos County Commissioners Courtroom in the Administration Building, 200
South Texas Avenue, in Bryan, Brazos County, Texas, beginning at 10:00 a.m. on
Tuesday, July 30, 2013 with the following members of the Court present:

At this point, the County Judge announced the court would consider items 27 through
30 then return to convene into Executive Session.
Having considered the previously noted agenda items, at 10:29 a.m. the County Judge
announced the meeting closed to the public so that the Court could meet in Closed
Executive Session to discuss the purchase, exchange, lease or value of real property as
allowed under Section 551.072 of the Texas Government Code. The following individuals
were asked to stay for the meeting:

At 10:52 a.m. the County Judge announced the meeting open to the public and
announced that no action would be taken on the Closed Executive Session.
27. Acknowledgement of the Quarterly Investment Report ending 6/30/13.
The Court voted unanimously to receive, approve and order filed as submitted the
Treasurer's Quarterly Investment Report for period ending June 30, 2013. A copy is
attached and made a part of these minutes.
Sheriff's report on inmate population
Sheriff Chris Kirk stated there were 620 inmates in jail, 59 have electronic monitors and
17 are pending for monitors.
29. Announcement of interest items and possible future agenda topics.
There were no announcements.
30. Call for Citizen input and /or concerns.
Patrick Gendron, Attorney addressed Commissioners Court on the good work of the
Juvenile Probation officers. He stated that he would like to see the Juvenile Probation
officers that deal directly with the children receive a raise. He said their relationship with
the child is so important and they do a great job. Juvenile Probation Officers meet

with the children at their office, but also visit at the child's home and school. Mr.
Gendron went on to tell a specific story of how one Juvenile Probation officer went above
and beyond to help a child with a stuttering problem.

ORDER 13 -006
PROHIBITION OF OUTDOOR BURNING
WHEREAS, in accordance with provisions of the Texas Local Government Code, Chapter 352, a drought condition
exists or has existed in Brazos County, Texas as determined by Texas Local Government Code Chapter 352; and,
WHEREAS, the Commissioners Court makes a finding that circumstances present in all or part of the
unincorporated area of Brazos County create a public safety hazard that would be exacerbated by outdoor burning.
BE IT THEREFORE ORDERED that the following regulations are hereby established for all unincorporated
areas of Brazos County, Texas for the duration of the above mentioned declaration;
1. Action Prohibited:
A person violates this order if he or she burns any combustible material outside of an enclosure serving
to contain all flames and/or sparks, or orders such burning by others.
2. Enforcement:
A. As soon as possible, a duly commissioned peace officer shall be sent to the scene to
investigate the nature of the fire.
B. Upon notification of suspected outdoor burning, the fire department assigned to the
location of the fire shall respond to the scene and take immediate measures to contain
and/or extinguish the fire.
C. If in the opinion of the officer at the scene and/or the fire chief, the goal of the order can
be attained by informing the responsible party about the prohibitions established by this
order, the officer may, at his discretion, notify the party about the provisions of this order
and request compliance with it. In such instances, an entry of the notification shall be
made into the dispatchers log containing the time, date, and place of the warning, and the
name of the person receiving the warning.
3. At the discretion of the peace officer or the fire chief, second or flagrant violations of the order may be
prosecuted in accordance with the statutes and procedures governing misdemeanors.
4. This Order prohibiting Outdoor Burning takes effect on July 30, 2013 and will expire on September 28,
2013, unless terminated earlier by the Commissioners Court or the County Judge. The Commissioners
Court hereby designates to the County Judge the authority to terminate this Order in accordance with Local
Government Code Section 352.081(c)(2).

5. Exception:
Welding may be allowed under the following guidelines only:
Provide a spotter for each welder, each cutter, each grinder, and for any activity that causes or may cause a
spark.
A. Maintain a minimum perimeter around the welding area of a radius of 25 feet or three times the height
of the actual welding, whichever is greater. (Example: if the welding is occurring ten feet off the
ground, a perimeter of thirty (30) feet radium must be protected). The perimeter must be clear of

measures must be taken (Example: protecting brush, etc, by utilizing fire resistant tarps).

D. No welding shall occur if winds are greater than 20 mph or relative humidity is less than 30 %.
E. Prior to conducting any welding activity, the welder shall give notice to the Brazos County Risk
Manager and Brazos County Emergency Services (979- 779 - 0911). The notice may be by phone but
shall give the name of the welder conducting the welding operation, the location of the operation, cell
phone number of other contact information, and the name of party responsible.

A control system must be in place to ensure adequate safeguards to prevent loss, damage, or theft of the
asset. Any loss, damage, or theft shall be investigated (44 CFR 13.32). All sub - recipients must comply with
the following Equipment Management guidance:
Equipment Inventory Requirements
Asset records must be maintained and a physical inventory and reconciliation of Homeland Security grant
funded assets must be accomplished at a minimum of once every two years as required by grant guidance.
THSSAA requires sub recipients to track and record all required grant- funded Capital Assets and Controlled
Assets in an inventory system. Sub recipient inventory systems must contain the following information:
1. A description of the asset
2. A serial number or other identification number
3. The source of asset
4. Who holds title
S. The acquisition date
6. Cost of the asset
7. Percentage of federal participation in the cost of the asset
8. The location
9. Use
10. Condition of the asset
11. Any ultimate disposition data including the date of disposal and sale price of the asset
12. Control or inventory number

Tagging Requirements
1. All Homeland Security Grant - funded Capital assets over $5,000.00 in unit price and all controlled
assets must be tagged.
2. Tagging is considered acceptable when it can be removed only through considerable effort or
intentionally.
3. Asset tags must contain the following data:
a.. Jurisdiction's name
b.. Tag sequence number
Example: `Bear County —No. 00025" --- ' -' -- --

Remember: When practical, the equipment should be marked "Purchased with Funds Provided by
the U.S. Department of Homeland Security ".
4. The asset tag sequence number must be reflected as a column in the Jurisdiction's master inventory
listing and must correspond with the asset data.
5. The sub - recipient must consider the placement of the asset identification tag for ease of access
during inventory and inspections. If an asset is constructed of material that does not allow for a tag to
be applied (e.g. rubberized, fabric), the Sub - recipient should use other means of tagging such as a
permanent maker or engraving. If an asset's size does not allow for a tag to be applied (e.g. night
vision optics), the Sub - recipient should place the tag on the storage container for that asset. Hand
held radios can often be tagged under the battery. It is not necessary to deface an asset when
applying a tag.
6. In the event that an asset is found to have its tag defaced or damaged to the point where number
recognition is impossible, the jurisdiction should replace the identification tag assigned and affix a
new one to the equipment. Lastly, update the master inventory list to reflect the new asset tag. A
cross reference on the old record should also be made to provide an audit trail.

Annual Inventory Control Requirement
Sub recipients with open grants are required to complete an annual inventory control certification form. The
form provides for certification that the jurisdiction has completed a full physical inventory and reconciliation
of Homeland Security assets within the past two years. On or about July I each year, THSSAA will remind
sub recipients to submit the certification form. The form must be received by SAA by August 1 each year.
All four components on the form must be certified to be fully compliant.
Jurisdictions who fail to submit the form by the due date are deemed non - compliant and subject to
suspension as outlined in 44 CFR § 13.43(a) (1) -(4) and will result in holding of reimbursements until the
certification form is received.

Brazos County Clerk
Records Management and Archive Plan
I. Background (Statutory History)
The 77th Texas Legislature passed HB 370 in 2001 to allow border county's to assess a
$5.00 Records Management and Preservation Fee for the preservation of older records
filed with the County Clerk.
The 78th Legislature passed SB 1731 amending the original legislation allowing all
county's to collect this fee with Commissioner's Court approval. The County Clerk is
proposing to collect this fee at this time.
This legislation amends Local Government Code, Section 118.011 (e), to enable the
Commissioner's Court to adopt a Records Archive Fee for the preservation and
automation of previously filed and recorded real property and vital statistics records as
part of their regularly adopted annual budget.
The 82nd Legislature passed HB 1513 amending Government Code, 118.011 (f) allowing
the Commissioner Court to set and collect a Records Archival Fee not to exceed $10.00
on non -court related filings.
II. Bill Summary
• Begins on approval of the County of Brazos 2013 -14 Annual Budget. The fee
must be set and itemized in the county's budget as part of the budget preparation
process.
• Termination: The 79th Legislature extended this bill indefinitely.
• The $7.00 fee is assessed on any instrument, document, paper, or other record that
the County Clerk is authorized to accept for filing or recording (deed or official
public records, assumed names, and marriage licenses).
• The $5.00 fee is assessed on any original civil case filings.
• The fee may be used only to provide funds for specific records management and
preservation, including for automation purposes — in accordance with this
written plan.
• Changes to the plan must be approved by Commissioner's Court. The plan may
be modified as required.
III. Purpose
Some of Brazos County official records have been computerized and automated in
electronic format since the late 1960s. The County Clerk's office is progressive in the
preservation of current records, utilizing the original Records Management Fee from

1991 forward. However, this funding has not been sufficient to electronically preserve
and restore the older documents that have a priceless historical value. In order to preserve
and enhance the integrity of the existing system for recording and preserving public
documents; the County Clerk seeks to preserve existing original records by restoring or
re- creating old volumes, digitizing older microfilm and paper records, re- indexing old
handwritten and typed indexed books and converting all older media into an electronic
format and importing this newly created data into the existing computer system.
IV. The overall goal and vision of the County Clerk's office is to:
• Modernize and upgrade old record systems in the office.
• Continue to add records and information to your existing computer system.
• Eliminate or reduce manual lookups and searches.
• Expedite record searching by having more records available for electronic
retrieval.
• Create a complete electronic records back -up for disaster recovery.
• Provide more public information to the citizens of the County via the
Intra/Intemet.
• Continue to eliminate the need for paper records.
• Preserving original records by reducing daily usage.
• Reclaiming much needed space in the public records area.

VI. Restoration, Preservation and Automation Projects
Real Property Records: Projects include computerized re- indexing and converting all
real property records to electronic images and importing new records to the existing real
property computer system.

Electronic conversion of 1999 to 1967 existing microfilm to images, matching to the
existing grantor /grantee index and importing to the computer and internet:

Summary
The Legislature has provided a means to raise revenue for the records management
and preservation of older county property and vital records. This "user" fee is an
alternative to raising taxes or spending general fund monies to accomplish these
important projects. This plan will be implemented in "phases" as money is accrued
and deposited into a special revenue account. The completion of the initial phases
will preserve the original records, provide more space in the public records area,
and continue to modernize the Clerk's office through available technology.

Executive Summary
HB 1513 provides for a fee not to exceed $10.00 to be imposed for filing of a
suit, including an appeal from an inferior court, or a cross - action, counterclaim,
intervention, contempt action, motion for new trial, or third -party petition, in a district
court in the county.
The District Clerk's Office wants to take advantage of new legislation that is
designed to preserve archived records by adding an archive fee to each filing of a suit.
This fee is to be dedicated to that task. The majority of the permanent records in the
District Clerk's Office are paper based. These records are used by our office for the
public and are vulnerable to loss by wear and tear.
The purpose of this document is to define the restoration and preservation,
digital capture, storage, retention and management of archive records belonging to the
District Clerk. This Preservation and Restoration Records Plan is intended to be a
"Living Document". It will be updated as new products and procedures evolve. It is
the intent of the District Clerk to follow guidelines set by the Texas State Library and
Archives Commission.
Goal
The Goal is to capture and archive all cases prior to January 1, 1990, regardless
of media type they currently are in, as efficiently as possible. The District Clerk's
Office is also looking at restoring records, suspending or reducing deterioration of
public records, improving the public access to these documents in a manner that
reduces the risk of deterioration.
Scope
The scope of this document includes the following:
• All District Clerk records filed with the District Clerk before January
1, 1990.
• Plans to capture records electronically to improve public access.
• Plans to restore and preserve records with significant historical value.
• Future plans are to improve public and governmental access.
This document addresses the restoration and preservation needs of the District
Clerk Records Archive. No other departments are addressed.
The effective date of this Act is January 1, 2014.

Inventory
Currently the District Clerk's Office holds over 100 record books which
includes indexes for Civil Cases, Divorces, Adoptions, Grand Jury Records, Felonies,
and Misdemeanors. The District Clerk's Office also has approximately 80 boxes of
historical cases many with historical significance. These cases include Civil, Divorce,
Adoptions, and Felonies.
Current Accessing Methods
Records prior to January 1, 1990 are accessed by the public through a request
to our office due to the cases not being imaged. Our office currently has to find the
Index for the records we are seeking to obtain the cause numbers before we can
physically pull the file to obtain copies for the public. These records are kept in our
storage facility at 200 S. Texas Ave., Bryan, TX 77803.
Restoration and Preservation Plan
Fiscal Year 2013 -2014
It is the plan of the District Clerk's Office to scan a portion of the paper
documents in house, lease an additional scanner, and fund temporary full or part time
employees to capture all records filed in the District Clerk's Office prior to January 1,
1990. These images will be integrated into the existing District Clerk records and
retrieval systems and enhance the public's access to public records.
The District Clerk plans to award bid to an outside vendor to restore and
preserve all records with significant historical value. The restoration process will
ensure the legibility of these public documents for future generations.
Revenue collected and not expended in the fiscal year will be carried forward
and used on other archive projects.
Projected Revenue
The County Auditor estimates the revenue this will bring in approximately
$7,000.00 per year.

Executive Summary
This 2013 Second Quarter Project Quarterly Performance report will provide a high level overview of the overall
state of the Comprehensive Integrated Justice Information Management System (CIJIMS) Project. It will summarize
the project performance results from April 1f0, 2013 through June 29, 2013. Also included in this report is the 2013
third quarter project performance guidance. Project performance results as well as project performance guidance
includes but is not limited to performance analysis and projections relating to the project schedule, deliverable
schedule, scope of work, project risks and project issues.
Project Performance Summary
The Comprehensive Integrated Justice Information Management System (CIJIMS) Project remains a positive story
and the project remains on time, per the original project schedule. However, within the most recent quarters, the
project has been affected by the setbacks associated with the development progress of the AUMS (Jail Management
Solution) application. Last quarter, it was reported that the project schedule's performance, which was in -line with
expectations throughout the 2012 calendar year as well as into 2013, was in jeopardy. The short term risks
associated with the milestones representing the delivery of the AUMS application were in jeopardy of being
extended further out into the 2013 calendar year. However, these risks were mitigated and the alternate plan to deal
with these risks was implemented and the Phase Three Design Phase has been successfully closed out as of this
month.
That said, the project had an excellent first six quarters and this momentum served as a catalyst to a successful
second quarter in 2013, as many project deliverables which were not scheduled to be completed until late in 2013,
are nearing completion. This will help with the overall project schedule, as time is being made up as much as
possible to compensate for the delays in other areas of the project, such as development progress. AMCAD's AUMS
development team and product management team will continue to work diligently to ensure a timely delivery of the
AUMS application so that the target date of Ql 2014 for the full system go live will be reached successfully.
The following table (Project Summary) provides a quick view of the project controls including Schedule, Resources,
Scope and Risks. Further details surrounding these controls are contained throughout this Brazos County CLIIMS
Q2 2013 Project Performance Report.

In summary, the "neutral" outlook and guidance for the overall project is being maintained, as there are current risks
being monitored in the project schedule with respect to delivery dates and completion dates. This guidance has not
changed from the previous quarter's guidance and the "neutral" outlook is being maintained.

Last quarter's "neutral" guidance for project risks has been maintained for the second quarter, as no new risks have
been identified in the first quarter. Last quarter's "positive" guidance for project scope and schedule has been
downgraded to "neutral" for the second quarter, as there has been a new risk realized in the project. Specifically the
introduction of a scope discrepancy is what has caused this downgrade. Additional details on this risk have been
document in the subsequent sections of this Q2 2013 Quarterly Project Performance Report. The guidance of
"neutral" for the project schedule has been downgraded for the second quarter, as there are a couple of risks which
may potentially impact the project schedule in the third and fourth quarter. However, the original target go live date
of February 2014 is being maintained in the revised project schedule. Lastly, the "positive" guidance for project
resources has been maintained for the second quarter, as the complications surrounding the AMCAD onsite project
team and well as the Development team in Herndon have been dealt with successfully. While there may be minor
setbacks associated with these complications, no near terms risks have been identified with project resources.
Details on this third quarter guidance may be found within this Brazos County CIAMS Q2 2013 Project
Performance Report in their respective sections.
Project Issues and Risks
As project issues arise, they are tracked and monitored closely by the project team. In the event where they pose
risks to the health of the project in any way, they are documented as a risk. During the first quarter of the project,
one new issue was identified and documented. That issue has been upgraded to a risk and deals with the project
schedule.
The Development phase poses the greatest challenges to the success of the CUIMS Project, as this phase deals
exclusively with the completion and build out of the application. In the CIIIMS Q1 Project Performance Report and
in the Ql Executive Oversight Committee Meeting, it was documented that the development and delivery of the
CDLMS application is behind schedule. Additionally, it was documented that a scope issue has surfaced, as there are
several stakeholders who believe that an RMS system (Records Management System) is in scope. A contingency
plan to discover precisely what the current TSG system offers by way of RMS functionality followed by a thorough
analysis by AMCAD to determine the potential solutions is underway. More details on the outcome of this plan will
be discussed in next quarter's project performance report as well as at the Executive Oversight Committee meeting.
Aside from these project risks, no other new risks were identified in the second quarter of the project.
Project Financials
Some project deliverables have invoices associated with them and some do not. Within the second quarter of 2013,
the following deliverables which have invoices associated with them were submitted on time per the original project
schedule and approved by Brazos County:
1. Deliver the Q2 2013 Quarterly Project Performance Report
2. Complete the AUNTS Gap Analysis Sessions
3. Complete the AUMS JAD Sessions
These deliverables was invoiced at the very end of the second quarter of 2013 and totaled $210,000.00. To date, all
project invoices have been settled and no invoices are outstanding.
For the short term look ahead schedule, the following deliverables are scheduled to be delivered and approved
within the third quarter of 2013:
1. Deliver the CIJIMS AUMS System Requirements Specifications Document
2. Deliver the CIJIMS AUMS System Design Document
3. Deliver the CIMMS Data Conversion Plan
4. Deliver the Q3 2013 Quarterly Project Performance Report
These deliverables, when invoiced within the third quarter of 2013, will total $285,000.00.
While forecasts pointed to additional deliverables with invoices associated with them being delivered and invoiced
in the first and second quarters, the delay of the AiJMS application delivery and subsequent design has pushed out
several original Phase Two deliverables to the third quarter, namely the System Requirements Specifications
Document as well as the System Design Document.
It has been agreed by both AMCAD and Brazos County that no deliverables which involve the AUMS application
will be invoiced until the AUMS component of the work stated within the deliverable is completed, as many of these
invoices are associated to AUMS scope as well as AiPS scope. The AiPS scope of work is complete. As such, now
that the AUMS scope of work in the deliverable is complete, the invoices will be submitted.
Project Change Orders
Potential change orders (PCO's) may be opened at the

When a potential change in these areas is forecasted, a PCO is created and tracked on the Potential Change Order
Log (PCO Log). There have not been any PCOs opened in the second quarter of 2013. The majority of the PCOs
which have been opened were opened during the Gap sessions in Phase One. This is a normal result from the Gap
analysis process and it is a positive sign, as it reflects active participation from the SMEs during the Gap process.
Other PCOs from 2012 were opened as the result of normal project discussions. While it was highly possible that
additional PCOs would be opened during the Phase Two and Phase Three design sessions, there weren't any opened.
A PCO will remain a PCO until Brazos County provides AMCAD with the Notice to Proceed (NTP) with the PCO.
An NTP is an informal decision made by Brazos County to have AMCAD explore the PCO in greater depth and
provide a Change Order for the review and approval from the CIJIMS project team as well as the Project's
Executive Oversight Committee. After the review of the item has been completed, Brazos County may determine
whether or not they want to proceed with the change.
To date, AMCAD has issued ten change orders to Brazos County for review and approval as well as for record.
Eight of the ten change orders dealt with enhancements which were requested by the Design Phase One participants
and two of them were zero sum change orders reflecting the license fee for Apex SQL which AMCAD will be
purchasing for Brazos County as well as the revised project schedule. The eight change orders which carried a cost
and were issued to Brazos County totaled $73,760.00, which comes to an average of $8,195.00 per change order.
Per the contract, AMCAD will not invoice against any of these change orders until the work described in the change
orders has been successfully completed by AMCAD. The change orders will remain in a pending state until Brazos
County informs AMCAD of their decision to approve or deny the issued change orders.
Project Schedule Performance
The project schedule has remained intact since the beginning of the project and all project tasks which have been
scheduled to be completed to date have completed on time, per the original project schedule. In some cases, project
activities have begun early in order to hedge against risks associated with delays, as many of these tasks are part of
the critical path on the project schedule. This has yielded project schedule results which are in line with
expectations.
Looking at the short term look ahead schedule, the development of the CIJIMS system as well as data conversion
related activities are scheduled to be completed over the next two quarters in preparation for go live in the first
quarter of 2014. These activities are on schedule to be completed per the original project schedule. After these
activities are complete, the project will officially close out the Development phase which also includes the data
conversion activities. At the end of Q4, preparations will be made to go live on the new application in QI 2014 per
the original project schedule.
The short term look ahead schedule for the last two quarters of 2013 has been provided, below. For additional
information surrounding the individual project activities contained in this short term look ahead schedule, please
reference the subsequent section of the Project Schedule Performance section of this Q2 2013 Project Performance
Report.

The tasks which have been completed within the second quarter of 2013 as well as the tasks which are scheduled to
begin in the third and fourth quarters of 2013 have been documented and summarized in the section, below.
Project Activities and Deliverables Completed or "Work In Progress" in Q2 2013
Design Phase Three AUMS Design Sessions
• The Phase Three AUMS design sessions have been completed on time, per the revised project
schedule.
• The AiJMS design sessions replaced both the gap analysis sessions as well as the JAD sessions.
• During the JAD sessions, the functional requirements which were written specifically for the
AiJMS application were reviewed and compared to the AUMS application's designs and
functional specifications. During these JAD sessions, AMCAD received input on the base AUMS
platform from the users of the jail application.
• This review yielded a full system design which will satisfy the functionality contained in the
functional requirements. These designs have been included in the AUMS System Design
Document.
• The AUMS design sessions have yielded the AiJMS System Requirements Specifications
Document as well as the AUMS System Design Document.
2. Design Phase Three AUMS System Requirements Specifications Document
• The AUMS System Requirements Specifications Document has been completed on time, per the
revised project schedule.

• The AUMS System Requirement Specification Document has been included within the AUMS
System Design Document.
• The sections of the AUMS System Design Document which represent the AUMS System
Requirements Specifications Document, documents every Jail Management centric requirement
from the Functional Requirement Specification document and specifies what the system must be
able to do in order to satisfy the functional requirements.
• The AUMS System Requirement Specifications Document has been reviewed with the Phase
Three design participants as group, in real time. This allowed for an immediate approval of the
AUMS System Requirements Specifications and eliminated the need to have each individual user
review the specifications by themselves on their own time.
3. Design Phase Three AiJMS Design Document
• A finalized AiJMS System Design Document was the input to the design sessions.
• An approved AUMS System Design Document was the output of the design sessions.
• The AUMS System Design Document is the blueprint for all development efforts against the
functional requirements which were reviewed during the design sessions.
• The AUMS System Design Document contains the design solutions which will be implemented in
order to satisfy the functional requirements which relate to the AUMS.
• The AUMS System Design Document was written prior to the beginning of the design sessions
with the users who participated in the design of the AiJMS system. This allowed the participants
to be presented with a proposed design.
• In some cases, the users determined that they would like to see modifications or adjustments made
to the design solution. Those changes were implemented updated in real time for the group to
review.
• This review system allowed the users to be presented with the proposed design solutions while
providing feedback as a group, rather than having them reviews the AUMS System Design
Document in full, by themselves and on their own time after the design sessions.
• The document was submitted to the IT Department for final approval. Once the document has
been approved by both groups, it will become a historical document and a project artifact. No
changes will be made to the document after it has been approved.
• Any changes or modifications to the contents of the AUMS System Design Document will be
handled via the change management process, per the project management plan.
4. Ongoing Effort of System Configuration With Production Values
• The configuration of the AiCMS application with Brazos County's production values has been
completed on time, per the revised project schedule.
• The effort to configure the AiPS application with Brazos County's production values is underway.
• The effort to obtain Brazos County's production values for the AUMS application will begin in the
third quarter.
• Completing these tasks prior to the delivery of the completed CIJIMS software will put the project
ahead of schedule on the final configuration of the systems and will minimize the risks associated
with any project delays.
5. Data Conversion Plan and Data Assessment Plan
While the data conversion plan and data assessment plan are listed in the statement of work as two
separate deliverables, they are actually one in the same. A single document will be written to
satisfy these two deliverables.
Per the revised project schedule, the data conversion plan and data assessment plan is scheduled to
be submitted for review and approval in the fourth quarter. To reduce the impacts of any future
project delays, the AiCMS component of the document is being written ahead of schedule. The
data conversion plan for the AiPS application as well as the AUMS application will be
incorporated into the document after the baseline system is complete.
As the AiPS and AUMS applications get built out, the project team will begin conducting data
mapping efforts and incorporating the logic into the data conversion plan and data assessment
plan.
Project Activities and Deliverables Scheduled for Q3 2013
1. Development of the CIJIMS Application
• The CIJIMS application consists of AiCMS, AiPS and AUMS.
• Over the course of the third and fourth quarters of 2013, ongoing development efforts surrounding

Project Resources
AMCAD's onsite project team remains consistent with one Program Manager and Two Business Analysts on a full
time bases. In addition, Developers, Database Administrators and System Architects will be available, as needed.
This staffing plan has not changed since the beginning of the project and no changes to this resource allocation are
being forecasted at this time.
These resources have and will continue to be heavily involved in the Development Phase of the CIJIMS project.
They have spent several months onsite preparing for conversion related activities as well as obtaining production
values for the CIJIMS application.
At this point in the project, AMCAD is placing a high premium on schedule performance and is doing whatever
possible to ensure that the project maintains the originally approved go live date of Q1, 2014. This is another reason
as to why the addition of an extra resource on a part time basis is being implemented into the Development Phase of
the project.
Project Performance Guidance for Q3 2013
The CIJIMS project has shown consistency and sound performance over the first six quarters of the project. All
project deliverables slated for the first six quarters have been submitted and approved on time, per the original
project schedule. While there is a near term headwind facing the project in terms of schedule performance, the
guidance for the project remains neutral.
The project has seen a great deal of participation and excitement by everyone involved, which has been a short term
catalyst for the overall health and success of the project. This momentum will be sustained as the project enters into
the critical Development Phase. The Design Phase of the project has been formally closed out and the completion of
the development efforts against the CIJIMS application as well as the completion of conversion related activities is
now in focus. As the project progresses through the third and fourth quarters, preparations for a system go -live will
be underway, as the target go -live date of Ql 2014 is being upheld.
The project schedule outlook remains aggressive and the project team will continue to work aggressively in order to
meet the project schedule and delivery dates. The aggressive nature of the project schedule and the deadlines
associated with the deliverables are being monitored consistently. Whenever possible, project activities are being
started early and ahead of the project schedule to hedge against risks associated with tasks not getting completed on
time. A conservative guidance on the project schedule as well as the overall CIJIMS Project remains intact as the
project kicks off the third quarter.

This letter is written to comply with section H — item 3 of the "Brazos County Roadway Safety and
Road Preservation Standards" for work conducted in Brazos County right -of -ways:
The design and installation of this pipeline and roadway crossings will be constructed in accordance
to 49 CFR Part 192 of the Federal Safety Standards.

BRAZOS COUNTY ROADWAY SAFETY AND ROAD
PRESERVATION STANDARDS FOR WORK CONDUCTED IN
BRAZOS COUNTY RIGHTS OF WAY
A. General Requirements
1. Adequate drainage shall be maintained in ditches at all times.
2. Permittee will use best management practices (`BMP ") (EPA and TCEQ both provide lists of
examples of BMPs) to minimize erosion and sedimentation resulting from the proposed
installation.
3. The permittee shall take precautions to avoid damage to property. All County Right of Way and
property shall be restored to its original condition, as far as practical, in the opinion of the County
Engineer or appointed representative.
4. The construction and maintenance of such utility shall not interfere with the property or rights of a
prior occupant.
5. Permittee shall not interfere with other utilities located in the right of way. In the event damages occur,
permittee will be liable to the County or other utilities running through the right of way.
6. County Engineer shall determine whether or not permittee's plans shall inconvenience the public. If it
is determined that inconvenience to the public exists, then the County Engineer will decide
whether such project will be allowed or if an alternative exists so as not to inconvenience the public.
B. Safety Requirements
1. Proper traffic control measures must be put in place prior to beginning work and remain in place during
the duration of the job. All traffic control measures must follow the Texas Manual of
Uniform Traffic Control Devices ( TMUTCD). See Traffic Control Requirements below.
2. During construction, all safety regulations of the Texas Department of Transportation shall be observed.
3. Permittee must take such precautions and measures, including placing and displaying safety devices,
as may be necessary, in order to safely conduct the public through the project area. Company
shall provide flagmen, signs, signals or devices necessary to provide complete safety to the public.
4. Adequate provisions must be made to cause minimum inconveniences to traffic and adjacent property
owners.
5. No cable, conduit and /or pole line shall be laid, constructed, maintained and/or repaired so as to
constitute a danger or hazard of any kind to persons or vehicles using such road. Any poles placed
in the Right of Way for future installation shall be placed at the back of the Right of Way.
Exceptions may be approved by the County Engineer.
C. Traffic Control Plan
1. A traffic control plan, pursuant to the TMUTCD or Engineered Traffic Control Plan must be provided
for the following:
a. any construction (i.e. pit, excavation, hole) left open overnight, requires specific
nighttime traffic control measures pursuant to the TMUTCD;
b. if construction is within ten (10) feet of the roadway; or
c. any work performed in the road right -of -way; Vol

2. Plan must be attached to the permit and kept at the job site any time work is being performed.
3. Plan must set forth the time of completion for the job.
D. Design Standards
1. All overhead installations shall conform to clearance standards of the Texas Department of
Transportation and the pole be placed in the designated area for power specified as set forth in
the Texas Utilities Code, Section 181.045.
2. All pole installation (including lighting) shall be placed at the backside of the Right of Way to ensure
safety to the public. Any pole placed in violation of this requirement will be required to be moved
to the appropriate location at the company's expense. Exceptions may be approved by the County
Engineer.
3. All underground installations shall (these are minimum depths — utility may place deeper):
a. be placed at a minimum depth of forty -eight (48) inches below the top of the pavement;
b. be at least thirty-six (36) inches below ditch flow line when installation is within the area
measured from top of bank to top of bank;
c. be at least forty -eight (48) inches below ditch flow line if low pressure gas or petroleum lines.
For high pressure gas and petroleum lines, see High Pressure Pipelines requirements listed
below;
d. not be closer than ten (10) feet from the edge of pavement. Exceptions may apply in rights of
way of less than 60'.
4. Water Lines: All water lines must be a minimum 36- inches below the ditch flow line and cased.
Waterlines shall be cased if crossing'under the roadway.
5. Utilities in all new developments that have 60 feet or greater of right of way shall be installed within
designated locations based upon the type of utility. The locations shall be as follows: (measured
from back of right -of -way).
Power — 0 -2 feet, nominally 1'
Phone — 2 -4 feet, nominally 3'
Gas — 4 -6 feet, nominally 5'
Cable — 6 -8 feet, nominally 7'
6. Utilities with less than 60 feet right -of -way in ail new developments shall install the utility in a similar
manner as referenced in No. 3 above, however, the County Engineer or its designated
representative will provide final approval of each utility location.
The length of any trench to be opened in advance of the pipe, conduit or ducts may not be longer than
400' if left open over night or unattended.
8. Crossings under a county road shall:
a. be bored or jacked. ABSOLUTELY NO OPEN CUTS WITHIN COUNTY ROAD PAVEMENT;
b. be pressure grouted for the full length of the crossing if the annular space between pipe and
casing and soil exceeds one (1) inch. Brazos County must be given 24 hours notice of
pressure grouting operations and have the opportunity to have an inspector on site to observe
pressure grouting operations;
c. TxDOT Standard Specification Item 476 shall be followed for all boring, jacking, tunneling
and joints.

9. Bore Pits
a. no pits shall remain open longer than 2 days;
b. all pits shall have proper traffic control measures in place. See Traffic Control Plan listed above.
c. pits shall NOT be located within ten (10) feet from the edge of pavement without prior
approval from the County Engineer or his representative;
d. when pits are to remain open for more than 8 hours, due diligence will be used in protecting
the spoil pile to prevent drainage problems;
e. based upon soil conditions, the County Engineer or his representative may require shoring to
protect pavement integrity;
f. based upon soil conditions, the County Engineer or his representative may require pits be placed
further from the edge of road.
10. Any installation within ten (10) feet of edge of pavement shall meet the following:
a. location must be approved by the County Engineer or his representative
b. backfilled with cement stabilized material.
c. based upon soil conditions, the County Engineer or his representative may require shoring to
protect pavement integrity.
d. all excess water and mud shall be removed from the trench prior to backfilling. Any backfill
placed during a rainy period or at other times where excess water cannot be prevented
from entering the trench will be considered TEMPORARY and shall be replaced with
PERMANENT cement stabilized material as soon as weather pen-nits;
e. all disturbed base and pavement materials shall be removed and restored to the satisfaction of
the County Engineer or his representatives.
f. no side or lateral tamping to fill voids under the base and pavement materials is allowed.
11. Company must be careful to not jeopardize the slope or integrity of the shoulder of the road. In the
event Company damages the slope, shoulder or any other portion of the right -of -way, Company
will be responsible for repairing the damage and replacing the right -of -way to the condition it
was prior to commencing construction.
12. Operation of construction and /or maintenance equipment on the traveled surface of any improved
County road will not be permitted, except in an instance whereby the laying, construction,
maintenance and /or repair of cables, conduits and/or pole lines cannot be accomplished by any
other method and in this event all such equipment shall be of the rubber tire variety. Appropriate
traffic control shall be provided meeting TMUTCD requirements.
13. In the event said construction and/or maintenance and/or repair requires Company to remove, cut or
jeopardize any section of the road (asphalt, cement, road base, etc), Company will be required to
provide a performance bond or letter of credit securing necessary repairs. Said bond amount will
be determined by the County Engineer.
14. The applicant shall submit a letter of "No Objection" from the Army Corps of Engineers for all
designated wetlands and environmentally sensitive lands.
E. Emergency work
In the event Company is required to perform emergency services, that requires excavation in a County
Right of Way, and unable to notify the County Engineer prior to conducting emergency repairs,
Company shall notify County Engineer within 24 hours of beginning construction/repairs. This will
allow the County Engineer's Office an opportunity to inspect the site to ensure the integrity of
the County Right of Way and traffic safety controls used.

F. Repairs to existing facilities
1. Maintenance and/or repair to existing cables, conduits, and/or pole lines which require disturbance of
the soil, shall not be performed until plans describing such maintenance and /or repair have been
approved by the County Engineer or its designated representative and a permit has been
obtained.
G. Relocation of utilities
1. When and if the County Engineer determines that it is necessary for the construction, repair,
improvement, alteration or relocation of all or any portion of said road, any or all poles, wires,
pipes, cables or other facilities and appurtenances authorized hereunder, shall be removed from
said road, or reset or relocated thereon, as required by the County Engineer within a reasonable
time as determined by the County Engineer and Utility Company, and at the expense of the Utility
Company.
H. High Pressure Pipelines
All utility Permits for high pressure pipelines (generally 60 PSI or greater), whether pertaining to
controlled access or non - controlled access installations, should contain the following additional
information in the description of the permit.
- diameter
-wall thickness
- material specification
- minimum yield strength
- maximum operation pressure of the pipeline
2. With the exception of the maximum operation pressure of the pipeline, this information is to be
supplied for both the carrier pipe and the casing.
3. Assurance must also be given that the installation material and design meet the minimum Federal Safety
Standards for Liquid and Gas Pipe Lines. Assurance must be provided on company letterhead and
signed by an authorized representative of the company.

The Concrete pad shall be minimum of 3" thick and width shall be pipe diameter plus 18" minimum.
5. Under no circumstances will a pipeline be installed parallel to a County Road within the Right -of-
Way. Transmission lines have been determined to be petroleum pipelines (which includes natural
gas lines) and shall not be parallel to a County Road.
6. Natural Gas Distribution is a line that serves the final customer.

The location and description of the proposed installation and appurtenances must be fully shown on the attached detailed
drawings.
The Company shall commence actual construction/work in good faith within 60 days from the date of said permit and
shall complete said construction /work within working days. (COMPANY MUST FILL IN). If such
construction is not begun by the 60" day, Company will be required to apply for a new permit.
Company declares that prior to filing this application, it has ascertained the location of all existing utilities, both aerial and
underground, and the filing of this application is prima facie evidence that the proposed installation will not conflict with
any existing utility.
A copy of this permit shall be kept at the job site any time work is being performed.
It is expressly stipulated that this Permit is a license for permissive use only and that the placing of facilities upon public
property pursuant to this permit shall not operate to create or vest any property right in said holder.
It is understood and agreed that the rights and privileges herein set out are granted only to the extent of the County's right,
title and interest in the land to be entered upon and used by the holder and tine holder will at all times assume risk of and
indemnify, defend and save harmless Brazos County from and against any and all loss, damages, cost or expense arising
in any manner on account of the exercise or attempted exercise by said holder of the aforesaid rights and privileges.
Any deviation from these specifications must be approved by Brazos County Engineer's Office or its designated
representative. _

herein for reference.
Inn the event Company fails to obtain a permit prior to the installation or does not install utilities in compliance with
installation requirements set forth herein (i.e. depth, location, etc), Company assumes all financial responsibility for
damages and/or destruction of lines, cables, etc. based upon its failure to comply with Brazos Comity requirements.
Applicant agrees that if Brazos County demonstrates a violation of the terms of this policy, Applicant stipulates that
requisites for injunctive relief exist and that Brazos County is entitled to relief enjoining any conduct by applicant
wkich is contrary to tie policies.
This permit is a revocable permit. Brazos Comely reserves the right to revoke this permit (it any time, iii the sole
discretion of Brazos County, for interests of public health, safety or welfare, or for failure to repair any damages upon
demand, or for any other reason deenned sufficient by Brazos County.
In the event Company jails to connply with any or all of the requirements as set forth herein, the County may take such
action as it deenns appropriate to compel compliance. The County Engineer further retains the right to revoke this
Permit by verbal noty cation to the ApplieanNConnpany.
Failure to obtain this permit and/or notify the County Engineer's Office within 24 hours of beginning construction
shall constitute groumis for job shutdown.

This letter is written to comply with section H — item 3 of the "Brazos County Roadway Safety and
Road Preservation Standards" for work conducted in Brazos County right -of -ways:
The design and installation of this pipeline and roadway crossings will be constructed in accordance
to 49 CFR Part 192 of the Federal Safety Standards.

BRAZOS COUNTY ROADWAY SAFETY AND ROAD
PRESERVATION STANDARDS FOR WORK CONDUCTED IN
BRAZOS COUNTY RIGHTS OF WAY
A. General Requirements
1. Adequate drainage shall be maintained in ditches at all times.
2. Permittee will use best management practices (`BMP ") (EPA and TCEQ both provide lists of
examples of BMPs) to minimize erosion and sedimentation resulting from the proposed
installation.
3. The permittee shall take precautions to avoid damage to property. All County Right of Way and
property shall be restored to its original condition, as far as practical, in the opinion of the County
Engineer or appointed representative.
4. The construction and maintenance of such utility shall not interfere with the property or rights of a
prior occupant.
5. Permittee shall not interfere with other utilities located in the right of way. In the event damages occur,
permittee will be liable to the County or other utilities running through the right of way.
6. County Engineer shall determine whether or not permittee's plans shall inconvenience the public. If it
is determined that inconvenience to the public exists, then the County Engineer will decide
whether such project will be allowed or if an alternative exists so as not to inconvenience the public.
B. Safety Requirements
1. Proper traffic control measures must be put in place prior to beginning work and remain in place during
the duration of the job. All traffic control measures must follow the Texas Manual of
Uniform Traffic Control Devices ( TMUTCD). See Traffic Control Requirements below.
2. During construction, all safety regulations of the Texas Department of Transportation shall be observed.
3. Permittee must take such precautions and measures, including placing and displaying safety devices,
as may be necessary, in order to safely conduct the public through the project area. Company
shall provide flagmen, signs, signals or devices necessary to provide complete safety to the public.
4. Adequate provisions must be made to cause minimum inconveniences to traffic and adjacent property
owners.
5. No cable, conduit and/or pole line shall be laid, constructed, maintained and/or repaired so as to
constitute a danger or hazard of any kind to persons or vehicles using such road. Any poles placed
in the Right of Way for future installation shall be placed at the back of the Right of Way.
Exceptions may be approved by the County Engineer.
C. Traffic Control Plan
A traffic control plan, pursuant to the TMUTCD or Engineered Traffic Control Plan must be provided
for the following:
a. any construction (i.e. pit, excavation, hole) left open overnight, requires specific
nighttime traffic control measures pursuant to the TMUTCD;
b. if construction is within ten (10) feet of the roadway; or
c. any work performed in the road right -of -way;

2. Plan must be attached to the permit and kept at the job site any time work is being performed.
3. Plan must set forth the time of completion for the job.
D. Design Standards
All overhead installations shall conform to clearance standards of the Texas Department of
Transportation and the pole be placed in the designated area for power specified as set forth in
the Texas Utilities Code, Section 181.045.
2. All pole installation (including lighting) shall be placed at the backside of the Right of Way to ensure
safety to the public. Any pole placed in violation of this requirement will be required to be moved
to the appropriate location at the company's expense. Exceptions may be approved by the County
Engineer.
3. All underground installations shall (these are minimum depths — utility may place deeper):
a, be placed at a minimum depth of forty -eight (48) inches below the top of the pavement;
b. be at least thirty -six (36) inches below ditch flow line when installation is within the area
measured from top of bank to top of bank;
c, be at least forty -eight (48) inches below ditch flow line if low pressure gas or petroleum lines.
For high pressure gas and petroleum lines, see High Pressure Pipelines requirements listed
below;
d. not be closer than ten (10) feet from the edge of pavement. Exceptions may apply in rights of
way of less than 60'.
4. Water Lines: All water lines must be a minimum 36- inches below the ditch flow line and cased.
Waterlines shall be cased if crossing under the roadway.
5. Utilities in all new developments that have 60 feet or greater of right of way shall be installed within
designated locations based upon the type of utility. The locations shall be as follows: (measured
from back of right -of -way).
Power — 0 -2 feet, nominally 1'
Phone — 2 -4 feet, nominally 3'
Gas — 4 -6 feet, nominally 5'
Cable — 6 -8 feet, nominally 7'
6. Utilities with less than 60 feet right -of -way in all new developments shall install the utility in a similar
manner as referenced in No. 3 above, however, the County Engineer or its designated
representative will provide final approval of each utility location.
7. The length of any trench to be opened in advance of the pipe, conduit or ducts may not be longer than
400' if left open over night or unattended.
8. Crossings under a county road shall:
a. be bored or jacked. ABSOLUTELY NO OPEN CUTS WITHIN COUNTY ROAD PAVEMENT;
b, be pressure grouted for the full length of the crossing if the annular space between pipe and
casing and soil exceeds one (1) inch. Brazos County must be given 24 hours notice of
pressure grouting operations and have the opportunity to have an inspector on site to observe
pressure grouting operations;
c. TxDOT Standard Specification Item 476 shall be followed for all boring, jacking, tunneling
and joints.
9. Bore Pits
a. no pits shall remain open longer than 2 days;
b. all pits shall have proper traffic control measures in place. See Traffic Control Plan listed above.
c. pits shall NOT be located within ten (10) feet from the edge of pavement without prior
approval from the County Engineer or his representative;
d. when pits are to remain open for more than 8 hours, due diligence will be used in protecting
the spoil pile to prevent drainage problems;
e. based upon soil conditions, the County Engineer or his representative may require shoring to
protect pavement integrity;
f. based upon soil conditions, the County Engineer or his representative may require pits be placed
further from the edge of road.
10. Any installation within ten (10) feet of edge of pavement shall meet the following:
a. location must be approved by the County Engineer or his representative
b. backfilled with cement stabilized material.
c. based upon soil conditions, the County Engineer or his representative may require shoring to
protect pavement integrity.
d. all excess water and mud shall be removed from the trench prior to backfilling. Any backfill
placed during a rainy period or at other times where excess water cannot be prevented
from entering the trench will be considered TEMPORARY and shall be replaced with
PERMANENT cement stabilized material as soon as weather permits;
e. all disturbed base and pavement materials shall be removed and restored to the satisfaction of
the County Engineer or his representatives.
f. no side or lateral tamping to fill voids under the base and pavement materials is allowed.
11. Company must be careful to not jeopardize the slope or integrity of the shoulder of the road. In the
event Company damages the slope, shoulder or any other portion of the right -of -way, Company
will be responsible for repairing the damage and replacing the right -of -way to the condition it
was prior to commencing construction.
12. Operation of construction and/or maintenance equipment on the traveled surface of any improved
County road will not be permitted, except in an instance whereby the laying, construction,
maintenance and/or repair of cables, conduits and/or pole lines cannot be accomplished by any
other method and in this event all such equipment shall be of the rubber tire variety. Appropriate
traffic control shall be provided meeting TMUTCD requirements.
13. In the event said construction and/or maintenance and/or repair requires Company to remove, cut or
jeopardize any section of the road (asphalt, cement, road base, etc), Company will be required to
provide a performance bond or letter of credit securing necessary repairs. Said bond amount will
be determined by the County Engineer.
14. The applicant shall submit a letter of "No Objection" from the Army Corps of Engineers for all
designated wetlands and environmentally sensitive lands.
E. Emergency work
In the event Company is required to perform emergency services, that requires excavation in a County
Right of Way, and unable to notify the County Engineer prior to conducting emergency repairs,
Company shall notify County Engineer within 24 hours of beginning construction/repairs. This will
allow the County Engineer's Office an opportunity to inspect the site to ensure the integrity of
the County Right of Way and traffic safety controls used.
F. Repairs to existing facilities
1. Maintenance and/or repair to existing cables, conduits, and /or pole lines which require disturbance of
the soil, shall not be performed until plans describing such maintenance and /or repair have been
approved by the County Engineer or its designated representative and a permit has been
obtained.
G. Relocation of utilities
1. When and if the County Engineer determines that it is necessary for the construction, repair,
improvement, alteration or relocation of all or any portion of said road, any or all poles, wires,
pipes, cables or other facilities and appurtenances authorized hereunder, shall be removed from
said road, or reset or relocated thereon, as required by the County Engineer within a reasonable
time as determined by the County Engineer and Utility Company, and at the expense of the Utility
Company.
H. High Pressure Pipelines
1. All utility Permits for high pressure pipelines (generally 60 PSI or greater), whether pertaining to
controlled access or non - controlled access installations, should contain the following additional
information in the description of the permit.
- diameter
-wall thickness
- material specification
- minimum yield strength
- maximum operation pressure of the pipeline
2. With the exception of the maximum operation pressure of the pipeline, this information is to be
supplied for both the carrier pipe and the casing.
3. Assurance must also be given that the installation material and design meet the minimum Federal Safety
Standards for Liquid and Gas Pipe Lines. Assurance must be provided on company letterhead and
signed by an authorized representative of the company.

Way. Transmission lines have been determined to be petroleum pipelines (which includes natural
gas lines) and shall not be parallel to a County Road,

The location and description of the proposed installation and appurtenances must be fully shown on
detailed drawings attached to this Notification.
The Company shall commence actual construction/work in good faith within 60 days from the date of
said permit and shall complete said construction /work within _7_ working days. (COMPANY
MUST FILL IN). If such construction is not begun by the 60th day, Company will be required to
provide a new notice.
Company declares that prior to filing this application, it has ascertained the location of all existing
utilities, both aerial and underground, and the filing of this application is prima facie evidence that the
proposed installation will not conflict with any existing utility.
A copy of this notice shall be kept at the job site any time work is being performed.
In the event of deviation from this notice, the Brazos County Engineer's Office or its designated
representative will be notified as soon as practicable.

Approval of County Engineer's Office may take as long as two weeks after complete application is
received.
Failure to notify the County Engineer's Office within 24 hours of beginning construction shall constitute
grounds for job shutdown.

13. In the event said construction and/or maintenance and/or repair requires Company to remove, cut or
jeopardize any section of the road (asphalt, cement, road base, etc), Company will be required to
provide a performance bond or letter of credit securing necessary repairs. Said bond amount will
be determined by the County Engineer.
14. The applicant shall submit a letter of "No Objection" from the Army Corps of Engineers for all
designated wetlands and environmentally sensitive lands.
E. Emergency work
In the event Company is required to perform emergency services, that requires excavation in a County
Right of Way, and unable to notify the County Engineer prior to conducting emergency repairs,
Company shall notify County Engineer within 24 hours of beginning construction/repairs. This will
allow the County Engineer's Office an opportunity to inspect the site to ensure the integrity of
the County Right of Way and traffic safety controls used.

F. Repairs to existing facilities
1. Maintenance and/or repair to existing cables, conduits, and/or pole lines which require disturbance of
the soil, shall not be performed until plans describing such maintenance and/or repair have been
approved by the County Engineer or its designated representative and a permit has been
obtained.
G. Relocation of utilities
1. When and if the County Engineer determines that it is necessary for the construction, repair,
improvement, alteration or relocation of all or any portion of said road, any or all poles, wires,
pipes, cables or other facilities and appurtenances authorized hereunder, shall be removed from
said road, or reset or relocated thereon, as required by the County Engineer within a reasonable
time as determined by the County Engineer and Utility Company, and at the expense of the Utility
Company.
H. High Pressure Pipelines
All utility Permits for high pressure pipelines (generally 60 PSI or greater), whether pertaining to
controlled access or non - controlled access installations, should contain the following additional
information in the description of the permit.
- diameter
-wall thickness
- material specification
- minimum yield strength
- maximum operation pressure of the pipeline
2. With the exception of the maximum operation pressure of the pipeline, this information is to be
supplied for both the carver pipe and the casing.
3. Assurance must also be given that the installation material and design meet the minimum Federal Safety
Standards for Liquid and Gas Pipe Lines. Assurance must be provided on company letterhead and
signed by an authorized representative of the company.

The Concrete pad shall be minimum of 3" thick and width shall be pipe diameter plus 18" minimum.
5. Under no circumstances will a pipeline be installed parallel to a County Road within the Right -of-
Way. Transmission lines have been determined to be petroleum pipelines (which includes natural
gas lines) and shall not be parallel to a County Road.
6. Natural Gas Distribution is a line that serves the final customer.
