The Commissioners' Court of Brazos County, Texas met in a Workshop Session
in the Commissioners' Courtroom in the County Administration Building in Bryan,
Brazos County, Texas, beginning at 4:00 p.m. on Thursday, March 21, 2013 with
the following members of the Court present:
Duane Peters, County Judge, Presiding;
Lloyd Wassermann, Commissioner of Precinct 1;
Sammy Catalena, Commissioner of Precinct 2;
Kenny Mallard, Commissioner of Precinct 3;
IrmaCauley, Commissioner of Precinct 4;
KarenMcQueen, County Clerk, Absent.
Attached is a list of the citizens and officials in attendance.

The Commissioner's Court met to discuss courthouse renovations of the fourth floor. The
County Judge called the meeting to order and he began with a slide show explaining
how the Commissioners Court has the authority of providing and planning space. He
explained that he spoke with architects asking that the spaces be evenly divided among

the three District Courts within the confines of the existing space. The Court worked with
everyone trying to get the best use of space. The architect came up with a plan that was
agreeable with everyone. Every court's space has been increased. He feels the process
has been good and is the best utilization of the building space. Plus the plans are 95%
done.
Judge Bryan asked the court to eliminate the 660 square foot meeting room on the 4th
floor. He claimed that they don't need it and that space would be better devoted to
Courtrooms. He went on to say that they were not aware of the meeting room until a
month or so ago. They immediately rejected it. Judge Bryan said that Langley asked the
architect if it would cost any more in construction costs and he said it would not.
His next point was to keep the fourth courtroom open for a possible fourth District Court
rather than moving the Constable and Justice of the Peace into that space. He does not
think it is wise having two agencies doing security of the area. The Sheriff is responsible
for security of the building.
The County Judge addressed the issue of the fourth courtroom saying it could be used
for voir dire, depositions or other needs of the public. Room 108 was done away with and
there is a need to have a meeting room for these functions.
Judge Langley addressed the issue of usable space saying that the bathroom
dimensions were added to the public spaces so these numbers are not reflective of the
true measurements.
The County Judge said that to address these issues the plans would have to be redrawn
and there would be a cost to do that.
The three District Judges said they just saw the plans and that they thought they had the
entire floor to use. The County Judge replied that they were involved in working up plans
for their space not the other space. That is the job of the Commissioners Court. There
was discussion on the part of the District Judges about the need to have more space in
their areas rather than a meeting room. The County Judge said if this is done we would
have to start over and he had serious concerns about redrawing the plans and the costs
to do it.
The County Judge expressed his opinion about having the Constable and Justice of the
Peace on the fourth floor saying that it is a better use of staff, having the deputies right
where they may be needed. He went on to site many more safety issues that can be
addressed having the Constable on the fourth floor. In moving CPS Court to this building,
it will allow the Precinct 4 deputies more time in the building. He reminded the judges
that it is the job of the Commissioners Court to address the space issues outside of the
courtrooms.
Fred Patterson addressed the issues brought up and possible modifications but he
reiterated they are having to work within the space and budget they have.
The Judges argued the need to give them more space. Then asked just where the CPS
Court would be going. The County Judge responded that they will take the space on the
second floor previously occupied by their offices. The magistrates will go in there too.
The County Judge addressed the issue of the old sanctuary being used as a courtroom
for the big capital cases. That is why it was remodeled so that the major trials can be

handled in that very large courtroom. The issues surrounding the sound system are
being addressed.
