Discuss how development effects the cost of government and what regulations the Commissioners Court may want to impose to regulate development (within their limited powers as prescribed by the state). 3. Vol. /7� Pg. d/-1 BRAZOS COUNTY BRYAN,TEXAS MINUTES February 12, 2013 BRAZOS COUNTY COMMISSIONERS COURT WORKSHOP SESSION Minutes Call To Order. 99 Signature Paae.odf IL File Stamped Aaenda odf U Sian in sheet.odf The Commissioners' Court of Brazos County, Texas met in a Workshop Session in the Commissioners' Courtroom in the Brazos County Administration Building in Bryan, Brazos County, Texas, beginning at 2:00 p.m. on Tuesday, February 12, 2012 with the following members of the Court present: Duane Peters, County Judge, Presiding; Lloyd Wassermann, Commissioner of Precinct 1; Sammy Catalena, Commissioner of Precinct 2; Kenny Mallard, Commissioner of Precinct 3; IrmaCauley, Commissioner of Precinct 4; KarenMcQueen, County Clerk, Absent. Attached is a list of the citizens and officials in attendance. 2. Back uo.odf Fee Summarv.odf The County Judge turned the floor over to Allan Munger, County Engineer who led the discussion. Mr. Munger started with talking about the inconsistency of information on Vol. / 74 Pg. `l-fl permits, development etc. He summarized the issues that the Road & Bridge department is seeing in Septic Systems and Flood Plain Management. He went on to discuss land use guidelines and stated that he liked the policy followed by Kendall County. Don Plitt, Head Sanitarian spoke on issues with septic permits. The Health Department requires that a flood plain permit be in place before the septic system goes in. Mr. Munger talked about under charging for culverts and then not charging at all for several things. The County Judge asked Mr. Munger to put together a program and to come back to the Court with a proposal. He then said that the Kendall County policy looked to be a good fit. Mr. Munger continued by saying that the county could withhold turning on electricity until such time as there is a septic system license and a flood plain permit. This is something that the county will need help from cities in order to put into place. 3. Adjourn.
