The Commissioners' Court of Brazos County, Texas met in a Workshop Session
in the Commissioners' Courtroom in the Brazos County Administration Building in
Bryan, Brazos County, Texas, beginning at 10:30 a.m. on Tuesday, December 11,
2012 with the following members of the Court present:
Duane Peters, County Judge, Presiding;
Lloyd Wassermann, Commissioner of Precinct 1;
Sammy Catalena, Commissioner of Precinct 2;
Kenny Mallard, Commissioner of Precinct 3;
IrmaCauley, Commissioner of Precinct 4;
KarenMcQueen, County Clerk, Absent.
Attached is a list of the citizens and officials in attendance.
2. Discussions regarding Standardization of County Law Enforcement Fleet.
The County Judge called the meeting to order and then turned the floor over to Charles
Wendt, Purchasing Agent who gave a presentation on the county's vehicles and
equipment.
Leslie Williams, Assistant Purchasing Agent then presented information on patrol vehicle

equipment, and Constables only equipment.
Charles Wendt talked about accessories such as gun racks and cages.
Constable, Precinct 4, Isaac Butler asked that they order cars already installed with all
equipment instead of waiting on a car and then waiting again for the installation of the
equipment. Mr. Wendt replied that there is a significant price difference between having
the dealer outfit the vehicle and doing it ourselves..
Constable Precinct 3, Rick Starnes, asked why Ford vehicles aren't being considered.
Deputy Constable Gary Norton then presented information that he had gathered on Ford
vehicles.
Mr. Wendt remarked that we are so invested in Chargers that it would be hard to
standardize our fleet by starting over with a new vehicle, but he will look at it.
Commissioner Kenny Mallard pointed out that you can't see out the back window of a
Ford car. You must be able to use the windows.
Commissioner Lloyd Wasserman said that Fords were very compact.
Mr. Wendt said that they are looking at the pros and cons of the tree versus the console.
Acting Department Head, Constable Precinct 1, Jeff Reeves reported that the tree mount
on the computer tends to loosen. It rattles and moves. The consol is a better choice.
Deputy Constable Precinct 2, Chris McDermott pointed out that there is also more
comfort with a console for those in a car for hours and hours.
Deputy Constable Precinct 3, Gary Norton said trees are also rough on equipment with
all the shaking.
Commissioner Wassermann asked for input on the gun rack versus the gun box.
Acting Department Head Reeves said that the gun rack tends to get in the way. He said
if we can find a way to have the gun in front without getting in the way that is best. Lots
of law enforcement people are carrying them in the trunk now.
Deputy Constable Norton said he has his mounted on the cage behind him.
The discussion turned to cages. The following comments were made about them:
Deputy Constable Norton said he preferred plexi -glass because he doesn't want to be
spit on.
Deputy Constable McDermott said he preferred half plexi behind the officer and half
mesh.
Acting Dept. Head Reeves stated he has sliding glass.
Deputy Constable McDermott said he would be ok with sliding plexi glass. He did say
that in the summer it gets hot in back and mesh allows the air conditioning to circulate in
the back but he can just as easily open the sliding window.

Deputy Constable Precinct 1, Johnny Campbell said additional lighting in the back of the
vehicle is safer.
Constable Precinct 1, Donald Lampo said he agreed with that statement.
Eric Caldwell, Chief Information Officer Information Technology Department said he
thinks its time to move our radio communications away from data radios. He is currently
looking at LTE radios.
