U Sianature Paae.pdf V File Stamped Aaenda.pdf V=- Sian in sheet.pdf The Commissioners' Court of Brazos County, Texas met in a Worksho Session in the Commissioners' Courtroom in the Brazos County Administration uilding in Bryan, Brazos County, Texas, beginning at 10:00 a.m. on Friday, Sept mber 14, 2012 with the following members of the Court present: Duane Peters, County Judge, Presiding; Lloyd Wassermann, Commissioner of Precinct 1; Sammy Catalena, Commissioner of Precinct 2; Kenny Mallard, Commissioner of Precinct 3; Irma Cauley, Commissioner of Precinct 4; Karen McQueen, County Clerk, Absent. Attached is a list of the citizens and officials in attendance. 2. Discussions regarding the Brazos County Jail and Medical Director. The Commissioner's Court met to discuss the Brazos County Jail and a Medal Director. The Sheriff made an opening statement to address those items from Dr. Yoff 's presentation given on July 18, 2012. He introduced Sgt. Kathryn Wright, wh ' oversees medical in the jail. He commended her and Dr. Cherian, who has been with razos County for a long time and who has always done what has been asked of he to do. He Lc P �- -� vol. g said we are now talking about expanding services. He went on to say that the lawsuits filed over the years have been related to medical services so he feels he musl be confident in those services. The Sheriff then asked David Drosche to lead a presentation that covered thel,following: • Current Staffing • Staff Education • Outside Medical Care • In house Medical Care (the jail is now handling dental care, x -rays, blood draws, counseling and MHMR services in house) • Emergency Medical Care • Medications (in which costs were reduced well over a year ago) • Payments /Expenditures (BVCOG approved invoices for inmates not in the custody of Brazos County. The over billing was discovered while gathering information for Dr. Yoffe's audit. It was found in the latest audit that there is a total of $365,592.61 that was billed to Brazos County from several different hospitals that should not have been billed to us. Sgt. Wright is now reviewing all invoices to make sure inmates are in our custody at the time of the billing. He has requested $70,101.47 be reimbursed to Brazos County.) • Challenges - Budget, Staffing and Medical Responsibilities • Options for providing Health Care- Self operation, Medical Director or anaged Health Care • Recommendation - expand the scope of duties and seek proposals for Medical Director. The Sheriff agreed that there is room for improvement inefficiencies, but feel they have a good operation and give good medical care. Whatever is done must not im ede the current operation. He continued by saying that Dr. Yoffe's concept has come from a jail with a population of 100 (Washington County) whereas our jail population is E00. The Sheriff said he would like to see a specific proposal, to be in charge and see the doctor's expectations of Brazos County. The County Judge reviewed quickly a sample proposal for medical services from a company and submitted to the Court by the Sheriff. He stated that it didn't appear that Brazos County would receive the kind of savings it could if a Medical Director were hired. The company is looking for a profit. He said he appreciated the presentation and also what is being done currently by the Sheriff and his staff to save money. He wants to find the best medical care for the lowest cost. The Sheriff said he agreed and wants to work toward that end. Adjourn.
