IN THE COMMISSIO COURTROOM OF THE COUNTY ADMINISTRATION BUILDING, 200 SOUTH TEXAS AVENUE, SUITE 106, BRYAN, TEXAS THE COURT WILL HEAR COMMENTS ON THE PROPOSED BUDGET FOR THE FI CAL YEAR ENDING SEPTEMBER 30, 2013. ALL INTERESTED PERSONS ARE INVITED TO ATTEND SAID HEARING AND PRESENT THEIR CAUSE, IF ANY, FOR OR AGAINST THE PROPOSED BUDGET. THE PROPOSED BUDGET IS FILED WITH THE COUNTY CLERK AND WILL REN FILE IN THE OFFICE OF THE COUNTY CLERK IN ACCORDANCE WITH EXISTIP STATUTES. FOR THE services Vol. J-- PS 1 � - BRAZOS COUNTY ;LY OF BRAZOS COUNTY BRYAN,TEXAS MINUTES August 31, 2012 BRAZOS COUNTY COMMISSIONERS COURT PUBLIC HEARING 32 Sianature Page.odf it File Stamped Aaenda.pdf Sian in sheet.pdf The Commissioners' Court of Brazos County, Texas held a Public Hearing at thE Brazos County Administration Building in Bryan, Brazos County, Texas, beginning at 3:(0 p.m. on Friday, August 31, 2012, with the following members of the Court present: Duane Peters, County Judge, Presiding; Lloyd Wassermann , Commissioner of Precinct 1; Sammy Catalena, Commissioner of Precinct 2; Kenny Mallard, Commissioner of Precinct 3; Irma Cauley , Commissioner of Precinct 4; Karen McQueen , County Clerk, Absent. Attached is a list of the citizens and officials in attendance. The County Judge opened the public hearing and announced that the purpose is to hear commentary on the proposed budget for the fiscal year ending September 3 1 2013. He then invited all interested parties to speak. Sheriff Chris Kirk asked for an additional deputy at pay group 21, step 2 and that the deputy be given a cell phone allowance. Sheriff Kirk said he would outfit the deputy. The County Judge asked the Sheriff about considering hiring Dr. Yoffe to act as Medical Director for the jail rather than contracting with someone. Judge Peters feel the contractor pockets most of the savings. The County Judge asked the Sheriff, to consider it for even a short term. Sheriff Kirk agreed a Medical Director could be valuable. The �( � Pg 1'54 Vol. County Judge stated he felt Yoffe could train a doctor as a Medical Director months time. Sheriff Kirk said he was willing to explore this option. The Coy said if the Sheriff was willing to do this then he would allocate the funds in tl Some of the cost would be funded from the funds paid to Dr. Cherian in the month contract. The Sheriff then asked Wayne Dicky, Jail Administrator to subject. Mr. Dicky said that the county was spending about $1.8 million on I for the jail. Currently Dr. Cherian is not providing administrative duties only attention, but does agree expanding the contract to include administrative di help become more efficient. He suggested hiring a Medical Director and let Director contract with Yoffe, but the County Judge said Dr. Yoffe wasn't inter doing that. He prefers to be hired temporarily by Brazos County, and have serve under him for about 6 months time. Commissioner Cauley suggested discussed in a workshop. Mr. Dicky suggested earmarking the funds in Con the Court is going to broaden the scope of this contract. Whether the Court it be an employee or contractor, the Sheriff's office would like the opportunity back to court in a workshop and show the areas of improvement. Isaac Butler, Constable, Precinct 4 asked the court for an additional deputy increase to his travel budget. He also asked for a new vehicle in the FY 131 has to keep the old vehicle, then he asked that he be given money in his bur repairs. He said that he was originally told that this request was not include( budget because the vehicle did not have high mileage. He said that even th mileage is not high, the vehicle is not in good shape. He asked the court to his original proposal. The County Judge said that he did take another look that it is right in line with the other Constables. Constable Butler said there i for his request. Commissioner Cauley asked him to state his office duties to Constable Butler replied the following: Juvenile Services Child Protective Services Attorney General Administrative License Revocation Resolution Court Constable Butler said he felt his manpower is more justified. Commission asked how his workload had expanded. He replied that his office was takir on Jones Road and Highway 47. The County Judge said he is not in favor deputy, but if a Commissioner wants to add this to the budget, they can ads the adoption on September 18, 2012.
