The Commissioners' Court of Brazos County, Texas met in a Workshop Session
in the County Judge's budget room in the Brazos County Administration Building
in Bryan, Brazos County, Texas, beginning at 9:00 a.m. on Wednesday, June 20,
2012 with the following members of the Court present:
Duane Peters, County Judge, Presiding;
Lloyd Wassermann, Commissioner of Precinct 1;
Sammy Catalena, Commissioner of Precinct 2;
Kenny Mallard, Commissioner of Precinct 3;
IrmaCauley, Commissioner of Precinct 4;

2. Presentations and Discussion regarding the 2012 - 2013 County Budget.

The Court met to discuss capital requests. The following spoke:
1. Ernest Stutts, began with his requests for various projects for departments:
• a) Juvenile Services - Freezer replacement. There have been problems with the
current units that were purchased in 1992. Replacement costs are estimated at
$27,500. If we wait until they completely stop working, it will take a week for parts.
The units hold the food for the juvenile inmates.
• b) Brazos Center roof drains. Replacement costs are estimated at $7,500.
• c) Lilly Building roof drains - replacement costs are estimated at $16,000. They
are beyond patching now. Water is leaking in on files stored there. Commissioner
Catalena questioned if we need to add pitch to the roof. He said he feels you will
always have problems with a flat roof. Cost would be more and debated on the
future of the building.
• d) Hirsch Training for the card access system. The estimated cost is $4,000.
Air Conditioner Replacements:
a) Health Department. Units from the 1980's. Replacement costs are estimated at
$18,000.
b) Juvenile Services (2) Units from the 1990's. Replacement costs are estimated
at $27,000.
c) IT (2) Units are being phased out. Replacement costs are estimated at
$21,000.
Lots of units need to be replaced. He is looking at replacing 2 each year for a long while.
Toilet Replacements:
Juvenile Services (5) Trying to be conservative with the request for 5. Will need to
replace another 5 the following budget year.
Other Projects
AHV rebuild at Brazos Center. Talked about maybe doing this in 2013 rather than just
patching the current system because replacing coils, etc. would still leave us with an old
refrigeration system that is being phased out.
2. Alan Munger, County Engineer, discussed the following:
• a) Lease options with Mustang Caterpillar for big equipment and adjusting the rent
budget that was used to rent the Asphalt Reclaimer /Mixer last year. $74,000 was
spent for this in FY 2012. Also included in the discussion were a Boom Mower and
a Skid Root Grapple.
• b) Equipment replacement.
• c) Fence replacement at the R &B yard estimated at $60,460.
• d) Light replacement at the R &B yard estimated at $ 22,55.

3. Eric Caldwell, Chief Information Officer, addressed the following request:
Justice Software Project - Brazos County has already entered into a contract.
Top Priority Requests:
• a) Courthouse Core Switch estimated at $42,589.
• b) Video Camera Storage estimated at $14,250. Juvenile will need another server
or will not be able to run new cameras. A new server will cost approximately
$4,300.
• c) AMCAD Servers estimated at $92,520.
Other necessities:
• a) Toughbook Arbitrator upgrade estimated at $12,900 will be part of the
maintenance operation budget.
• b) Wider Internet Bandwidth estimated at $22,500 (Currently having trouble
running a credit card at the Expo. Also, the bandwidth is insufficient for live
streaming. There are events that want to use live stream).
• c) Virtual Desktop Infrastructure estimated at $205,000.
• d) County Wireless Network estimated at $37,500.
• e) Fiber to Expo estimated at $44,680.
• f) Laserfiche Upgrade to Rio.
