The Commissioners' Court of Brazos County, Texas met in a Workshop Session
in the Commissioners' Courtroom in the Brazos County Administration Building in
Bryan, Brazos County, Texas, beginning at 10:00 a.m. on Monday, March 5, 2012
with the following members of the Court present:
Duane Peters, County Judge, Presiding;
Lloyd Wassermann, Commissioner of Precinct 1;
Sammy Catalena, Commissioner of Precinct 2;
Kenny Mallard, Commissioner of Precinct 3;
Irma Cauley , Commissioner of Precinct 4;
Karen McQueen , County Clerk, Absent.
Attached is a list of the citizens and officials in attendance.
2. Discussion regarding the Texas 1115 Medicaid Waiver.

The Court met to discuss the Texas 1115 Medicaid Waiver. Gentry Woodard was
present to speak on the waiver saying that it is a proposal that will allow the state of
Texas and local communities the opportunity to draw down additional federal funds

designated for health care that are currently being "left on the table ". Texas has not
traditionally provided enough matching funds to pull down the maximum amount
available. It will expand the definition of "matching funds" so that state and local funds
currently being spent on health care can count as additional match to "draw down" more
federal health care. It will convert the state's Medicaid programs to a managed care
system, create a pool from the money saved through the redesign of state programs and
provider reimbursements to prompt further health care reforms locally. It will
also establish regional health partnerships that will pinpoint local health care priorities
and develop a 5 year plan to address the priorities which will be funded through the state
innovation pool matched by local dollars.
