Mikulin Road, outside of the corporate limit boundaries of the City of Bryan. Any interested person may speak for or against the creation of the reinvestment zone, its boundaries, or the concept of tax increment financing. The Brazos County Administration Building, 200 S. Texas Ave., Suite 332, Bryan, Texas Is wheelchair accessible. Handicap parking spaces are available. Any request for sign interpretive services must be made two working days before the meeting. The following were also at the Public Hearing: Katie Conner, County Auditor, Candy Gallego, Executive Assistant, Irene Jett, Budget Officer, Bill Ballard, Civil Counsel. Any interested person may speak for or against the creation of the reinvestment zone, its boundaries, or the concept of tax increment financing. The County Judge called the meeting to order. Vol. 1 pg.--�. �--- _..a- The purpose of the hearing is to hear commentary on the creation /designation of a county reinvestment zone and its benefits to Brazos County. The County Auditor and legal counsel discussed a TIRZ versus Tax Abatement. Bill Ballard, Civil Counsel quoted Section 312 of the Tax Code. Katie Conner, County Auditor stated that it should be either a TIRZ or Tax Abatement, but not both. It was published as a TIRZ under Section 312 of the Tax Code so she said she felt the taxes must be reinvested rather than abated as the intented use. Counsel stated he feels under Section 312 regardless a zone must be created in order to provide a tax abatement. A zone by statute lasts five (5) years with the opportunity to add an additional five (5) years. Counsel said that the creation of the reinvestment zone for commercial - industrial tax abatement with boundaries will result in benefits to the county and to the land included within the zone and the improvements sought are feasible and practical. This will contribute to the retention or expansion of primary employment or will attract major investment in the zone that would be a benefit to the property and that would contribute to the economic development of the county. He reiterated that the reinvestment zone meets the criteria for the creation of a reinvestment zone as set forth in the Brazos County Tax Abatement Guidelines and Criteria. The boundaries of the reinvestment zone are attached as Exhibit "A ".
