WORKSHOP MEETING
Minutes
The Commissioners' Court of Brazos County, Texas met in a Workshop Session in the
Commissioners' Courtroom in the Brazos County Administration Building in Bryan, Brazos
County, Texas, beginning at 10:00 a.m. on Thursday, Februry 24, 2011 with the following
members of the Court present:
Duane Peters, County Judge, Presiding;
Lloyd Wassermann, Commissioner of Precinct 1, Absent;
Sammy Catalena, Commissioner of Precinct 2;
Kenny Mallard, Commissioner of Precinct 3;
Irma Cauley, Commissioner of Precinct 4, Arrived Late;
Karen McQueen, County Clerk, Absent.
Attached is a list of the citizens and officials in attendance.
1. Review of the Program Requirements, Audit Components and Texas Association of
Counties Rules of the Collections Improvement Program.
The Commissioner's Court met to review the Program Requirements, Audit components
and the Texas Association of Counties Rules of the Collections Improvement Program.
The County Judge called the meeting to order and then turned the floor over to Carolyn
Williams and Jim Langdon, Program Manager from the Office of Court Administration
who gave a presentation on the Collection Improvement Program. Brazos County is
currently listed in non - compliance. Our revenues are being held. The culprits are phone
calls and notices. The two things may have been done but not in a timely manner or
documented properly. This happed when the Collections Department was doing things

manually. Since that time they have been using iPlow software and revenues are up and
things are running much better.
Katie Conner, County Auditor stated that $34,775.40 was lost the first quarter and more
money will probably be lost in the next 2 quarters.
Mr. Langdon stated that he and Ms. Williams believe we are in compliance now, but it is
a process to get Brazos County re- instated. They are currently working on shrinking the
time period for reinstatement. If the standard time line is followed, it will be July before
the County is reinstated. Tanya Skinner told those attending that the iPlow program is
definitely working. Commissioner Catalena asked the amount of the current caseload.
Ms. Skinner replied that there are currently 8,500 cases.
