BRAZOS COUNTY BRYAN,TEXAS MINUTES February 22, 2011 BRAZOS COUNTY COMMISSIONERS COURT WORKSHOP MEETING Minutes The Commissioners' Court of Brazos County, Texas met in a Workshop Session in the Commissioners' Courtroom in the Brazos County Administration Building in Bryan, Brazos County, Texas, beginning at 3:00 p.m. on Tuesday, February 22, 2011 with the following members of the Court present: Duane Peters, County Judge, Presiding; Lloyd Wassermann, Commissioner of Precinct 1; Sammy Catalena, Commissioner of Precinct 2; Kenny Mallard, Commissioner of Precinct 3; Irma Cauley, Commissioner of Precinct 4; Karen McQueen, County Clerk, Absent. Attached is a list of the citizens and officials in attendance. 1. Discussion with TriStem, ltd. on auditing Brazos County utility bills. } TriStem.pdf The Commissioner's Court met to discuss with TriStem, ltd. the auditing of Brazos County utility bills. Patricia Crow with TriStem gave a presentation on the company. TriStem is proposing to help the County recover funds that may have been paid in error on utility bills and help negotiate with utility companies. These charges are not always obvious so TriStem looks at the contract to compare what should or should not be charged. The company is very experienced in this field. Commissioner Cauley asked if the 49% refund recovery charge was negotiable at which t p-ae Vol. ___ -3 --- Pg. Ms. Crow responded that it was not because they try to keep it fair between clients and work off of referrals. Katie Conner, County Auditor asked about training or education on the guidelines. She proceded to point out that with all the construction projects currently going on, she would recommend waiting to hire this company until after completion or to train our auditors to do this. Ms. Crow said she was not sure she would call it training but they will make the auditors aware of problems and the reasons behind the errors. She said that she would supply the guidelines. Commissioner Catalena asked how often they found no errors. Ms. Crow replied about 40% of the time but recently they have been finding something in most cases. Since April of last year there has been only one account where she found nothing wrong. There being no further comments the workshop was adjourned. 2.
