THE BRAZOS COUNTY COMMISSIONERS COURT WILL CONDUCT A PUBLIC
HEARING ON WEDNESDAY 29 SEPTEMBER 2010 AT 10:00 A.M. IN THE
COMMISSIONERS COURTROOM OF THE COUNTY ADMINISTRATION BUILDING, 200
SOUTH TEXAS AVE., SUITE 106, BRYAN, TEXAS.
THE COUNTY JUDGE WILL HEAR COMMENTS ON THE APPLICATION OF THE SAM
HOUSTON AREA COUNCIL, BOY SCOUTS OF AMERICA FOR A MASS GATHERING
PERMIT. THE EVENT NAMED IN THIS PERMIT APPLICATION IS SCHEDULED TO TAKE
PLACE ON 8 -10 OCTOBER 2010 AT THE TEXAS WORLD SPEEDWAY. THE PURPOSE OF
THE EVENT IS TO PROVIDE A MULTI -DAY, 100TH ANNIVERSARY JAMBOREE STYLE
ENCAMPMENT. ALL INTERESTED PERSONS ARE INVITED TO ATTEND SAID
HEARING AND PRESENT THEIR CAUSE, IF ANY, FOR OR AGAINST THIS
APPLICATION FOR A MASS GATHERING PERMIT.
The Commissioners Courtroom of the County Administration Building, 200 South Texas Ave.,
suite 106, Bryan, TX 77803 is wheelchair accessible. Handicap parking spaces are available.
Any request for sign interpretive services must be made two working days before the meeting.

SEPTEMBER 29, 2010
A Public Hearing of the Commissioners' Court of Brazos
County, Texas was held in Atrium of the County Administration
Building, 200 South Texas Avenue, in Bryan, Brazos County,
Texas, beginning at 10:00 a.m. on Friday, September 29, 2010
with the following members of the Court present:
Randy Sims, County Judge, Absent;
Lloyd Wassermann, Commissioner of Precinct 1;
Duane Peters, Commissioner of Precinct 2, Presiding;
Kenny Mallard, Commissioner of Precinct 3;
Irma Cauley, Commissioner of Precinct 4;
Karen McQueen, County Clerk.
The attached sheet contains the names of the citizens and
officials that were in attendance.
The County Judge being on vacation, Commissioner Peters
called the Public Hearing to order and then proceeded to hear
comments on the application of the Sam Houston Area Council,
Boy Scouts of America for a mass gathering permit. The event
to be held October 8 -10 at the Texas World Speedway is to
provide a multi day, 100th anniversary Jamboree style campout.
The Commissioner will report back to the County Judge.
Sheriff Chris Kirk reviewed the documents and said he was
confident that lots of thought and preparation had gone into
the plan. There will be 18 police officers for security. The

Plan meets minimum standards for safety and security and
recommended approving the permit. In addition to the security
the Boy Scouts are providing, the Sheriff said he will have
deputies present as well. He also spoke with Mike Paulus at
the Health Department and is satisfied with the health and
safety aspect as well.
Justice of the Peace, Precinct 3, George Boyett was at
the meeting representing the Boy Scouts.
Tina Snelling Civil Counsel, asked about insurance.
Judge Boyett said it had been furnished in the notebook to the
Commissioners Court along with the plan document. Ms.
Snelling said that it looked like Texas World Speedway was the
only one listed as a certificate holder. She suggested that
Brazos County also be listed as a certificate holder. Bill
Ballard, Civil Counsel noted this is not a statutory
requirement but a request by Ms. Snelling. Judge Boyett said
he will do this if it is a request by the Commissioners Court.
Commissioner Cauley said that she agreed with Ms. Snelling.
Ms. Snelling went on to state that this does not make the
County and additional insured, it just shows due diligence.
Judge Boyett said he will make the request. Commissioner
Peters said the testimony will be reported to the County Judge
to make a decision on the permit application. Because the

be delegated back
to him
to make
the
decision.
Judge
Boyett
said he hoped to
have a
decision today. Commissioner Peters stated that a call had
been put in to the County Judge.
There being no further business to come before the Court,
the Public Hearing was closed.
