IN THE COMMISSIONERS COURTROOM OF THE COUNTY ADMINISTRATION BUILDING, 200 SOUTH TEXAS AVENUE, SUITE 106, BRYAN, TEXAS. 1. Call to Order. 2. Discussion regarding Office of Court Administration regulations related to Collections, the current structure of Brazos County Collections and proposed changes, payment plans and related court costs and fines, as well as associated procedures for. both Collections and Justice of the Peace offices. 3. Office of the County Judge 200 South Texas Ave. • Suite 332 Bryan, Texas 77803 Fax: (979) 361 -4503 Vol. Pg. -0 COMMISSIONERS' COURT WORKSHOP SESSION JULY 27, 2010 The Commissioners' Court of Brazos County, Texas met in a Workshop Session in the Commissioners' Courtroom in the Brazos County Administration Building in Bryan, Brazos County, Texas, beginning at 10:00 a.m. on Tuesday, July 27, 2010 with the following members of the Court present: Randy Sims, County Judge, Presiding; Lloyd Wassermann, Commissioner of Precinct 1; Duane Peters, Commissioner of Precinct 2; Kenny Mallard, Commissioner of Precinct 3; Irma Cauley, Commissioner of Precinct 4, Absent; Karen McQueen, County Clerk, Absent. Attached is a list of the citizens and officials in attendance. The Commissioner's Court met to discuss Office of Court Administration regulations related to Collections, the current structure of Brazos County Collections and proposed changes, payment plans and related court costs and fines, as well as associated procedures for both Collections and Justice of the Peace offices. Tanya Skinner addressed the Court on a proposal. She discussed a plan for JP cases asking if the Court wanted JP cases to make payments at Collections or be accepted at the JP Vol 124 Page tog Commissioners Court Workshop July 27, 2010 2 office. Regardless of where it's paid, the JP will get credit for the fine collected. Justice of the Peace, Precinct 3, George Boyett said the cases are given too much time to make payment. The second notice should be enough for a warrant to be issued. There was discussion on the use of credit cards for paying fines. A question was raised on whether the County can absorb the convenience fee or not. Judge Boyett stated he agreed with Ms. Skinners proposal other than giving the cases 45 days before a warrant is issued. Commissioner Mallard said he thought every court should have a credit card machine. The Court's legal counsel will investigate the County paying the convenience /service fee. Also discussed was making all the changes effective as of October 1, 2010. Judge Boyett brought up the fact that there are probably 5 different court orders with the 5 different courts. He suggested that the JP's get together and compare orders then agree on using only one order for uniformity. After some discussion on the time span before a warrant is issued for non payment of the fine, the consensus was to send postcards out after 14 days on JP cases.
