WORKSHOP SESSION
THE COMMISSIONERS COURT OF BRAZOS COUNTY WILL MEET IN A
WORKSHOP SESSION ON TUESDAY 29 JUNE 2010 AT 10:00 A.M. IN THE
COMMISSIONERS COURTROOM OF THE COUNTY ADMINISTRATION
BUILDING, 200 SOUTH TEXAS AVENUE, SUITE 106, BRYAN, TEXAS. THE
PURPOSE OF THIS WORKSHOP IS CONSULATION WITH BRENDA COS OF
PLUMHOFF & ASSOCIATES.
1. Call to Order.
2. Discussion regarding issues involving the current contract with Pharmacare /Caremark.
3. Pricing issues.
4. Audit of the County's pharmacy plan.
5. Update on Health Care Reform Legislation
6. Plan recommendations for FYI 1.
7. Adjourn.

COMMISSIONERS' COURT
WORKSHOP SESSION
JUNE 26, 2010
The Commissioners' Court of Brazos County, Texas met in a
Workshop Session in the Commissioners' Courtroom in the Brazos
County Administration Building in Bryan, Brazos County, Texas,
beginning at 10:00 a.m. on Tuesday, June 26, 2010 with the
following members of the Court present:
Randy Sims, County Judge, Presiding;
Lloyd Wassermann, Commissioner of Precinct 1;
Duane Peters, Commissioner of Precinct 2;
Kenny Mallard, Commissioner of Precinct 3;
Irma Cauley, Commissioner of Precinct 4;
Karen McQueen, County Clerk, Absent.
Attached is a list of the citizens and officials in
attendance.
The Commissioner's Court met to discuss issues
involving the current contract with Pharmacare /Caremark.
Brenda Cos and Mark Grierson, representatives of Plumoff
Professional Insurance Advisors were on hand to make the
presentation and answer questions.
Mark Grierson said the presentation was the result of 18
months of research and development via the world's largest
prescription data base. He first addressed the economics of
volume, comparing plans and evaluating managed care

arrangements. He discussed hiring an auditor to help with the
RFP process. He then went on to discus the two contracts and
the confusion with that. The Commissioners Court had signed
off on pricing for Caremark but auto renewed on Pharmacare.
Caremark needs the current contract signed. Brenda Cos said
there is a 90 day out with no cause in the contract.
Commissioner Mallard asked Jennifer Salazar, Human
Resources Director to try to get the two cities involved in
this. Tina Snelling, Civil Counsel said that the county could
proceed by itself without affecting the discounts. Mr.
Grierson said he had an appointment with the City of Bryan at
1:30 p.m. today to discuss the matter.
He then went on to discuss Trend Analysis and how Brazos
County's dropped after going into BOBS and has stayed flat
whereas the industry trend has climbed steadily from January
2004 through May 2010. The 2011 expected cost calculation is
as follows with the recommendations:
Medical $6,920,837.62
Dental $456,571.34
Brenda Cos discussed the PPACA updates, grandfathered
plans and prohibited changes.
