FOR A JOINT BRIEFING WITH THE CITY OF BRYAN AND THE CITY OF COLLEGE STATION REGARDING THE ANIMAL SHELTER. THIS MEETING WILL BE HELD IN ASSEMBLY ROOM 2 OF THE BRAZOS CENTER, 3232 BRIARCREST DRIVE, BRYAN, TEXAS. 1. Call To Order 2. A presentation, briefing and discussion led by Brazos Animal Shelter Director and Board members regarding their operations and future plans. 3. Adjourn. The Brazos Center is handicap accessible. To make arrangements, please call (979) 361 -4102 Office of the County Judge • 200 South Texas Ave. • Suite 332 Bryan, Texas 77803 Fax: (979) 361 -4503 Vol. 13 _____ I pg. 19,0� COMMISSIONERS' COURT JOINT MEETING FEBRUARY 15, 2010 A joint meeting of the Commissioners' Court of Brazos County, Texas, the City of Bryan, and the City of College Station was held at the Brazos Center, 3535 Briarcrest Drive, in Bryan, Brazos County, Texas, beginning at 4:00 p.m. on Monday, February 15, 2010 with the following members of the Court present: Randy Sims, County Judge, Presiding; Lloyd Wassermann, Commissioner of Precinct 1; Duane Peters, Commissioner of Precinct 2; Kenny Mallard, Commissioner of Precinct 3; Irma Cauley, Commissioner of Precinct 4; Karen McQueen, County Clerk. The attached sheet contains the names of the citizens and officials that were in attendance. The County Judge called the meeting of the Brazos County Commissioners Court to Order. College Station Mayor, Ben White called the meeting of the College Station City Council to order. Bryan Mayor Pro Temp, Jason Bienski called the meeting of the Bryan City Council to order. Bryan Mayor Mark Conlee was present but unable to speak. Dr. Stacy Wiggington, President of the Animal Shelter Board and local veterinarian introduced the board members of the Animal Shelter. Ashley Wesp, representative of the Animal Vol 131 Page 19/ Joint meeting of Commissioners Court, City of Bryan and City of College Station February 15, 2010 2 Shelter spoke on the shelter. for three (3) days. Dr. Bob Strawser, spoke on pit bulls and compliance. He discussed the euthanasia rate. He said the cost to run the shelter, the inadequate space equaled a high euthanasia rate. Dr. Wiggington spoke about plans for the new facility. She stated that the Board needed to know the level of commitment from the cities and the county. The County Judge asked about the square footage of the new building and was told that it is 45,000 sq. ft. There are an additional 4,000 sq. ft. in the plans for Phase II that would incorporate an affordable spay and neuter clinic. College Station Mayor Ben White asked what the target percentage was for euthanasia Ms. Wesp replied 30 percent was a national benchmark. There was discussion about the inability to obtain grants because the shelter handles animal control, lack of openness and inability to obtain reports from the shelter. Included was the underfunding, small facility, high euthanasia rates. Ann Horton, City of Bryan Councilwoman expressed respect for the workers at the animal shelter saying they were delivering more than they had contracted for. She wanted it in the contract that animals are not automatically euthanized after being at the shelter for three (3) days. There being no further business to come before the College Station City Council, the meeting was adjourned. There being no further business to come before the Bryan City Council, the meeting was adjourned. There being no further business to come before the Commissioners Court, the meeting was adjourned.
