Discussion regarding proposed revisions to the County Subdivision Regulations to comply with the Model Subdivision Rules (31 Tex. Admin. Code ch. 364). 3. Adjourn. Office of the County Judge • 200 South Texas Ave. Suite 332 • Bryan, Texas 77603 Fax: (979) 361-4503 Vol. a~ Pg. ►~a COMMISSIONERS' COURT WORKSHOP SESSION OCTOBER 23, 2009 k The Commissioners' Court of Brazos County, Texas met in a Workshop Session in the Commissioners' Courtroom in the Brazos County Administration Building in Bryan, Brazos County, Texas, beginning at 1:30 p.m. on Friday, October 23, 2009 with the following members of the Court present: Randy Sims, County Judge, Presiding; Lloyd Wassermann, Commissioner of Precinct 1; Duane Peters, Commissioner of Precinct 2; Kenny Mallard, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4; Karen McQueen, County Clerk. Attached is a list of the citizens and officials in attendance. The Commissioner's Court met to discuss the proposed revisions to the County Subdivision Regulations to comply with the Model Subdivision Rules (31 Tex. Admin. Code Chapter 364). Gary Arnold, Planning Director for the Road and Bridge Department gave an overview of the revisions to the County Subdivision and Development Regulations. He said that the County must adopt the rules in order to receive grant funds to aid Habitat for Humanity. Vol 1 ~-j Page 113 Commissioners Court meeting February 3, 2009 2 Jim Davis, representing Habitat for Humanity spoke on adhering to the model rules. There was a concern that passing these regulations will increase the cost of lots for the buyer. Commissioner Peters said in talking to developers they said that adding this kind of cost will shut down development in the rural areas. Commissioner Cauley urged the Court to consider passing the model so that Habitat for Humanity is not negatively affected and will be able to build in the rural areas. She went on to say that it is important to look out for low income housing over private industry. Tina Snelling, Civil Counsel wants to review this more closely to see if we can agree with the rules, help Habitat without amending our rules. The impact on our rural property would be an increase of $20,000 per acre. Commissioner Peters said he would like to help Habitat but he has a problem with such a large negative impact on rural development. Carol Cotter, Senior Assistant to the City Engineer for the City of College Station was present to answer questions from Gary Arnold and members of the Court. Kris Thurmond, Grant Specialist for Habitat stated that the grant submission deadline was November 2, 2009. Melanie Phillips representing Habitat also spoke in support of passing the model.
