Call to Order. 2. Review of Brazos County's Subdivision and Development Regulations. 3. Adjourn. The County Administration Building is handicap accessible. Handicap panting spaces are available. Office of the County Judge • 200 South Texas Ave. Suite 332 Bryan, Texas 77803 Fax: (979) 3614503 COMMISSIONERS' COURT WORKSHOP SESSION AUGUST 18, 2009 The Commissioners' Court of Brazos County, Texas met in a Workshop Session in the Commissioners' Courtroom in the Brazos County Administration Building in Bryan, Brazos County, Texas, beginning at 9:00 a.m. on Tuesday, August 18, 2009 with the following members of the Court present: Randy Sims, County Judge, Presiding; Lloyd Wassermann, Commissioner of Precinct 1, Absent; Duane Peters, Commissioner of Precinct 2; Kenny Mallard, Commissioner of Precinct 3; Irma Cauley, Commissioner of Precinct 4; Karen McQueen, County Clerk, Absent. Attached is a list of the citizens and officials in attendance. The Commissioner's Court met to review Brazos County's Subdivision and Development Regulations Commissioner Mallard spoke about the opportunity or grants and then asked Mr. Jim Davis representing Habitat for Humanity to address the Court He spoke on the issue of "Colonias" developing or "economically distressed programs". Joe Reynolds, Attorney with the Water Development Board, then spoke on the Model Subdivision Rules that were created to help control the proliferation of developments with Vol ),R4 Page "7 Commissioners Court Workshop August 18, 2009 2 substandard water supply and sewer services. These rules apply only to lots of 5 acres or less. It shifts the responsibility of installing a septic system to the developer rather than the owner in order to prevent health hazards from poorly installed systems due to the owner's financial constraints. Mark Pearson, representative of the Texas Water Board spoke next. He is an outreach specialist for the economically distressed areas program. This program provides financial assistance in the form of a grant, or a combination grant/loan to provide water and wastewater services to economically distressed areas to meet the minimal needs of residents. The County Judge asked what input did the developers contribute to this program. Joe Reynolds responded that there has been input all along from developers. There are of course developers that do not like the more stringent regulations. Some have moved from the city to the rural areas because current regulations are less stringent. The members of the Court discussed letting Joe Reynolds review the Subdivision and Development Regulations and make recommendations. Joe Reynolds reminded the Court that there will be developers who will be uncomfortable with adopting some of the model rules. Don Plitt, Head Sanitarian with the Brazos County Health Department replied that he didn't see any substantial changes that would need to be made to follow the model rules for septic systems.
