WORKSHOP SESSION
THE COMMISSIONERS COURT OF BRAZOS COUNTY WILL MEET IN A
WORKSHOP SESSION ON TUESDAY 11 AUGUST 2009 AT 10:00 A.M., IN THE
COMMISSIONERS COURTROOM OF THE COUNTY ADMINISTRATION
BUILDING, 200 SOUTH TEXAS AVENUE, SUITE 106, BRYAN, TEXAS.

2. Presentation by The Research Valley Partnership and discussion regarding the
BioResearch Valley Draft Master Plan.

WORKSHOP SESSION
AUGUST 11, 2009
The Commissioners' Court of Brazos County, Texas met in a
Workshop Session in the Commissioners' Courtroom in the Brazos
County Administration Building in Bryan, Brazos County, Texas,
beginning at 10:00 a.m. on Tuesday, August 11, 2009 with the
following members of the Court present:
Randy Sims, County Judge;
Lloyd Wassermann, Commissioner of Precinct 1;
Duane Peters, Commissioner of Precinct 2, Presiding;
Kenny Mallard, Commissioner of Precinct 3;
Irma Cauley, Commissioner of Precinct 4;
Karen McQueen, County Clerk, Absent.
Attached is a list of the citizens and officials in
attendance.
The Commissioner's Court met to hear a presentation
by The Research Valley Partnership concerning the BioResearch
Valley Draft Master Plan. Chuck Martinez representing the
Research Valley Partnership and Joan Quintana representing the
Texas Engineering Extension Office gave the presentation. The
BioResearch Valley is a proactive economic development
initiative focused on facilitating the creation of bioscience
related high wage jobs, capital investment, and increased
research funding throughout the Research Valley.

Overview of Draft Master Plan
BioResearch Valley is a proactive economic development initiative focused on facilitating the
creation of bioscience-related high wage jobs, capital investment, and increased research
funding throughout the Research Valley.
Administered by The Research Valley Partnership, BioResearch Valley is a consortium of higher
education, local government, and hospital institutions to advocate and promote the
Bryan/College Station region within the greater biosciences industry (encompassing innovations
in plant, animal and human technologies). Launched in March 2008, founding members of
BioResearch Valley include Blinn College, College Station Medical Center, St. Joseph Health
System, Texas AgriLife Research, Texas A&M Health Science Center, and Texas A&M University.
Regions throughout the United States are positioning to be primary geographic locations for the
21st Century biosciences industry and its innovation pipeline where the economic outcomes of
where these biomedical/biotechnology clusters form and grow are likely to be immense. The
Draft Master Plan recognizes where the region surrounding Brazos County and the cities of
Bryan and College Station is today in terms of growing and sustaining a world-class health and
life science infrastructure. The Draft Master Plan also serves as the initial phase of identifying
economic development strategies and opportunities for return on investment. The
consortium's creation of a promotional campaign and implementation of master plan actions
are intended to help attract and develop opportunities that build upon the region's unique
bioscience assets and support The Research Valley's emergence as a world-class
biomedical/biotechnology marketplace.
Texas Engineering Extension Service (Technology and Economic Development Division) was
commissioned to facilitate the development of the BioResearch Valley Master Plan. More than
60 executives from bioscience companies within and outside the Research Valley were
interviewed and over 100 professionals representing BioResearch Valley members took part in
four industry sector workgroups (bioproducts/energy, healthcare, medical devices, and
pharmaceuticals) during the master plan process. Poised to benefit from a line-up of several
major bioscience infrastructure developments and initiatives underway within the region, the
Research Valley's opportunities for research and development, technology commercialization,
and business attraction are presented in the Draft Master Plan.
BioResearch Valley and the Draft Master Plan represent the first integrated strategy to benefit
and ensure the competitiveness of the Research Valley's bioscience economy.
