BRAZOS COUNTY COMMISSIONERS COURT
WORKSHOP SESSION
THE COMMISSIONERS COURT OF BRAZOS COUNTY WILL MEET IN A
WORKSHOP SESSION ON MONDAY 29 NNE 2009 AT 9:00 A.M. IN THE
COMMISSIONERS COURTROOM OF THE COUNTY ADMINISTRATION
BUILDING, 200 SOUTH TEXAS AVENUE, SUITE 106, BRYAN, TEXAS.
1. Call to Order.
2. Discussion with representatives from The Research Valley Partnership regarding the
Cash Incentive Fund.
3. Adjourn.

WORKSHOP SESSION
JUNE 29, 2009
The Commissioners' Court of Brazos County, Texas met in a
Workshop Session in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County, Texas, beginning at 9:00
a.m. on Tuesday, June 29, 2009 with the following members of
the Court present:
Randy Sims, County Judge, Presiding;
Lloyd Wassermann, Commissioner of Precinct 1;
Duane Peters, Commissioner of Precinct 2;
Kenny Mallard, Commissioner of Precinct 3;
Irma Cauley, Commissioner of Precinct 4, Absent;
Karen McQueen, County Clerk, Absent.
Attached is a list of the citizens and officials in
attendance.
The Commissioner's Court met with representatives from
The Research Valley Partnership to discuss the Cash Incentive
Fund.
Todd McDaniel gave an overview of the Incentive Fund
stating it was established in 2001 and is an important
component in the effort to lure businesses to Brazos County.
He then asked Mr. Bob Malaise to speak on the scenarios using
incentive funds.
The County Judge commented that there were many budget
requests being made for the new budget year. Included with

those requests is the cost of remodeling the courthouse which
is at $4,000,000.00 per floor. He went on the state that he
sees the Research Valley Partnership as an outside agency but
the needs of the county first. He said that this is going to
be a tough budget year.
Mr. Malaise spoke on the West Corporation situation in
which West is laying off some employees and how that affects
the incentive fund.
Commissioner Mallard asked the Auditor and the Budget
Officers if any other organization that is funded by the
County gives us the return like the Research Valley
Partnership does like jobs, property taxes etc. The Auditor
and Budget officer said there is not.
The County Judge said he believes in the program but that
the County can not continue funding at this level.
Chris Peterson and Larry Hodges stated they were present
to show support for the Research Valley Partnership.
Commissioner Peters asked the status of the TIPS program.
Mr. McDaniel said the first payment would be October 2009 but
they have been operational for over a year. Jobs have come in
from research funding etc.
