Payment Authorization in the amount of $304,233.93 to Rosser International for design development, construction documents and travel related to the Brazos County Detention Center expansion. COMMISSIONERS' COURT REGULAR MEETING FEBRUARY 19, 2008 A regular meeting of the Commissioners' Court of Brazos County, Texas was held in the Brazos Center 3232 Briarcrest Drive, in Bryan, Brazos County, Texas, beginning at 6:00 p.m. on Tuesday, February 19, 2008 with the following members of the Court present: Randy Sims, County Judge, Presiding; Lloyd Wassermann, Commissioner of Precinct 1; Duane Peters, Commissioner of Precinct 2; Kenny Mallard, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4, Absent; Karen McQueen, County Clerk. The attached sheet contains the names of the citizens and officials that were in attendance. The County Judge gave the invocation and led the pledge of allegiance. There was no citizen input/and or concerns. The first matter before the Court was a presentation by Marc Hamlin, District Clerk updating the Court on the use of the NaCO Prescription cards. He said they had reached over 1,000 people in the first two months. The County Judge asked to consider item number 11 at this time. Consider a proposal by Jamail & Smith Construction to Vol I D Page 1 ~,3 Commissioners Court meeting February 19, 2008 2 provide electricity and plumbing to the two buildings relocated at the Juvenile Justice Center. The total charge is $29,205.54. On motion by the County Judge, seconded by Commissioner Peters, the Court voted unanimously to approve the proposal. A copy is attached. The Court next considered Budget Amendment #07/08-18.1 through 18.5, which would reallocate funds for Constable, Precinct 2, Non-Departmental, Sheriff Office-Jail; and transfer funds from Contingency to the Juvenile Services- Academy, Capital Projects-Commissioners Court. On motion by Commissioner Peters, seconded by Commissioner Wassermann, the Court voted unanimously to approve the budget amendment as submitted, a copy of which is attached. The next matter before the Court was consideration of a request from Tom Quarles, Director of Special Event Facilities asking for the reclassification of the following positions for the Expo Complex: Change one (1) Facility Operations Assistant position (full time with benefits), Class 0831, Position 03, Group 12, Step 2, to two additional Temporary/Part Time Buildings and Grounds Attendants (Event Workers, Maximum 20 hours per week, no benefits) Class 0832, Positions 05-06, group 9, Step 2. (Event Workers, maximum 20 hours/week, no benefits.) On motion by Commissioner Peters, seconded by Commissioner Mallard, the Court voted unanimously to approve the request. On motion by Commissioner Peters, seconded by Commissioner Wassermann, the Court voted unanimously to approve the change of status as submitted. The Court next considered the following Claims as submitted by the County Treasurer for payment: 7046592 through 7046870 On motion by Commissioner Mallard, seconded by Commissioner Peters, the Court voted unanimously to approve the Claims as submitted. The next matter before the Court was consideration of a Tax Refund Application in the amount of $992.58 for Juan A. & Patricia Romero due to payment in error. On motion by Commissioner Peters, seconded by Commissioner Wassermann, the Court voted unanimously to approve the refund. The next matter for consideration was approval of tax refund applications from the following individuals and/or companies: a) Gilbert G. Barron, over payment $500.24 b) Larry S. & Jonathan Aaron J. Cash, over payment $25.10 c) Monica Y. & Willie Houston, over payment $910.10 d) Brenda Gay Kirkpatrick, over payment $200.83 e) Edward R. & Penny C. Scott, over payment $2,030.16 f) Jamie Shaw, over payment $74.64 g) Mitchell C. & Cherly L. Conlin, over payment $1,054.92 On motion by Commissioner Peters, seconded by Commissioner Mallard, the Court voted unanimously to approve the tax refund applications. The Court next considered a Cooperative Working Agreement between Brazos County, Texas A&M University, City of Bryan, and City of College Station certifying that the objectives of the Brazos County Special Investigations Unit grant application have been reviewed and that it is mutually agreed to cooperate to whatever extent is necessary in carrying out the objectives described in the grant application. On motion by Commissioner Peters, seconded by Commissioner Mallard, the Court voted unanimously to approve the Cooperative Working Agreement. A copy is attached. The next matter before the Court was consideration of a request from the Purchasing Department for permission to designate a secondary vendor for Bid 2008-009, Flexible Base. Due to the inability of the primary vendor to meet the specifications of the bid, the vendor was disqualified and the secondary vendor became the primary. Now a new secondary needs to be named. The recommendation of the Assistant Purchasing Agent is that Knife River be named as secondary vendor. On motion by the County Judge, seconded by Vol I OC Page I a ~ Commissioners Court meeting February 19, 2008 5 Commissioner Wassermann, the Court voted unanimously to approve the request from the Purchasing Department and name Knife River as secondary vendor for Bid 2008-009, Flexible Base. A copy of the bid tabulation is attached. The Court next considered approval of the Final Plat of the Indian Lakes Phase Three (3), 45.357 Acres in Precinct 1. Richard Vance, County Engineer, stated that he had reviewed the plat and all appeared to be in order. On motion by Commissioner Wassermann, seconded by Commissioner Peters, the Court voted unanimously to approve the final plat of the Indian Lakes Phase Three (3), 45.357 Acres as submitted. The next matter before the Court was consideration of a payment authorization in the amount of $2,250 to Jones and Carter for topographic survey on the Brazos County Detention Center expansion. The new blanket purchase order was not completed when this work was done. On motion by Commissioner Peters, seconded by the County Judge, the Court voted unanimously to approve the payment authorization. The Court considered another payment authorization in the amount of $304,233.93 to Rosser International for the design development, construction documents, and travel related to the Brazos County Detention Center expansion.
