NOTICE OF PUBLIC HEARING
ON THE APPLICATION FOR A MASS GATHERING PERMIT
BY C3 PRESENTS
28 SEPTEMBER 2007
THE BRAZOS COUNTY COMMISSIONERS COURT WILL CONDUCT A PUBLIC
HEARING ON FRIDAY 28 SEPTEMBER 2007 AT 10:00 A.M. IN ROOM 102 OF
THE BRAZOS CENTER, 3232 BRIARCREST DRIVE, BRYAN, TEXAS.
THE COUNTY JUDGE WILL HEAR COMMENTS ON THE APPLICATION OF C3
PRESENTS FOR A MASS GATHERING PERMIT. THE EVENT NAMED IN THIS
PERMIT APPLICATION IS SCHEDULED TO TAKE PLACE ON 13 -14 OCTOBER
2007 AT THE TEXAS WORLD SPEEDWAY. THE PURPOSE OF THE EVENT IS
TO PROVIDE A MULTI -DAY, MULTI -STAGE MUSIC FESTIVAL. ALL
INTERESTED PERSONS ARE INVITED TO ATTEND SAID HEARING AND
PRESENT THEIR CAUSE, IF ANY, FOR OR AGAINST THE APPLICATION FOR A
MASS GATHERING PERMIT
The Brazos Center is wheelchair accessible. Handicap parking spaces are available. Any request for sign interpretive services

PUBLIC HEARING
SEPTEMBER 28, 2007
The Commissioners' Court of Brazos County, Texas held a
Public Hearing at the Brazos Center in Bryan, Brazos County,
Texas, beginning at 10:00 a.m. on Friday, September 28, 2007,
with the following members of the Court present:
Randy Sims, County Judge, Presiding;
Lloyd Wassermann, Commissioner of Precinct 1, Absent;
Duane Peters, Commissioner of Precinct 2, Absent;
Kenny Mallard, Commissioner of Precinct 3;
Carey Cauley, Jr., Commissioner of Precinct 4;
Karen McQueen, County Clerk, Absent.
Attached is a list of the citizens and officials in
attendance.
The purpose of the hearing is to hear commentary for or
against the application of C3 Presents for a mass gathering
permit. The event named in this permit application is
scheduled to take place on October 13 -14, 2007 at the Texas
World Speedway to provide a multi day, multi stage music
festival.
The County Judge called the meeting to order and asked
Charlie Jones with C3 Presents, to relay plans for the event
at the speedway. Mr. Jones said that over the years he had
put on several music festivals with over a million total in
attendance and only one arrest that he could recall.
Performances will be from 11:00 a.m. until 10:00 p.m. The

music will end at 10:00 p.m. The majority of ticket sales are
from out of town. The hotels are sold out so they are
planning to have camp sites. There will be shuttle buses to
the festival site. Projected sales indicate that available
parking is adequate so they expect festival goers will drive
their cars to the site. Emergency services mandates have been
met and contracted. Food will be served by licensed vendors.
The Health Department verified that they have talked to them
extensively on the subject and everything looks good. An
Austin police officer with experience in mass gatherings has
worked to contract with all local law enforcement.
The County Judge asked Mitchell Dill with the TABC if
everything is in order whereupon Mr. Dill responded that not
yet. He went on to say that the application would usually
follow this hearing.
Mr. Jones continued by saying that since there would be
campers law enforcement would be on site 24 hours a day.
The County Judge asked the citizens in attendance for
comments.
Constants Spates- who lives on Peach Creek Cutoff said
that nothing has been addressed about those living near the
site. They will be affected. Why? What are the citizens
getting out of this other than inconvenience?
Charlie Jones responded that this will be a very large

economic impact to the community. Texas Parks and Wildlife
will also benefit as a non - profit partner. Projections are
that one half million dollars will be raised for the
organization.
The County Judge asked Constable, Precinct 2, Donald
Lampo to report on his trip to Austin to observe a similar
festival. Constable Lampo reported that they had a very good
emergency action plan in place. He saw this in action. There
were zero arrests that weekend. It was a very professional
group and if they say there are shutting down at 10:00 p.m.
they mean it.
Justice of the Peace, Precinct 4 Ramiro Quintero
commended the people putting this program together. He said
everything is in order. He sees it as a plus for this
community and that they should come more often.
Chris Kiske with KORA -lives in Indian Lakes Subdivision.
Said that this is the hottest topic on the radio station.
They gave away a trip to Orlando, Florida and the winner
wasn't interested in going. He has had a very positive
experience with this group. He attended one of their concerts
with his six year old daughter and it was very comfortable.
Charlie Jones said that they are projecting 40,000 to
60,000 people over the weekend.
The County Judge said that he sees no reason to reject

this permit. He then asked the Health Department
representative for a recommendation upon which the
representative recommended approving the permit. The County
Judge then asked for a recommendation from the Volunteer Fire
Department. Donald Lampo said that he sees no reason to deny
the permit. The County Judge then asked the Sheriff's Office
what they recommended. Jim Mann, Chief Deputy said that they
have no objection to the event.
Mitch Dill will get with the County Judge on the TABC
application.
There being no further comments, the County Judge
declared the Public hearing closed.

Hearing held September 28, 2007 have been examined and are
approved in open Court this the day of
