BRAZOS COUNTY COMMISSIONERS COURT
WORKSHOP SESSION
THE COMMISSIONERS COURT OF BRAZOS COUNTY WILL MEET IN A
WORKSHOP SESSION ON FRIDAY 21 SEPTEMBER 2007 AT 9:00 A.M. IN THE
COMMISSIONERS COURTROOM OF THE BRAZOS COUNTY COURTHOUSE, 300
E. 26TH STREET, SUITE 115, BRYAN, TEXAS.
1. Call to Order
2. Presentation by Brenda Cos, consultant with Plumhoff & Associates, regarding the
Benefits RFP, to include but not limited to the vendors that contracts were negotiated
with, each section of the RFP (Health, Dental, Vision, etc.), what each provider is
offering, and at what cost.
3. Adjourn
The Brazos County Courthouse is wheelchair accessible. Handicap parking spaces are available. Any request for sign

COMMISSIONERS' COURT
WORKSHOP SESSION
SEPTEMBER 21, 2007
The Commissioners' Court of Brazos County, Texas met in a
Workshop Session in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County, Texas, beginning at 9:00
a.m. on Friday, September 21, 2007, with the following members
of the Court present:
Randy Sims, County Judge, Presiding;
Lloyd Wassermann, Commissioner of Precinct 1;
Duane Peters, Commissioner of Precinct 2;
Kenny Mallard, Commissioner of Precinct 3;
Carey Cauley, Jr., Commissioner of Precinct 4;
Karen McQueen, County Clerk.
Attached is a list of the citizens and officials in
attendance.
The Commissioner's Court met to hear a presentation by
Brenda Cos, consultant with Plumhoff Associates, concerning
the Benefits RFP, to include but limited to the vendors that
contracts were negotiated with, for each section of the RFP
(health, dental, vision, etc.) what each provider is offering
and at what cost.
Ms. Cos informed the Court that prescription plan costs
were up 9 percent, the medical plan is running 7 percent more
and that dental is up 10 percent from last year. The cost of
drugs has gone up 20 percent. Her recommendation is to stay

with Blue Cross Blue Shield. While Blue Cross Blue Shield is
not the lowest in administrative fees, the discounts are lower
and ultimately will save the most. Pharmacare, the
prescription drug company, has a contract through the end of
2008. Spectera is the best choice if the County decides to
implement a vision program. The Court discussed the option of
adding an Employee Assistance Program (EAP) and the Blue Care
Connection Program.
